Job Description

The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, WASH, and health reaching out to more than 200,000 conflict and drought-affected people.

The Medical Officer will be working and will be directly responsible for overseeing the adequate and effective implementation of the emergency Health Program in Baidoa.

SUMMARY OF RESPONSIBILITY:

- Conduct consultations of all under five cases presenting at the health facility and review above 5 consultations as may be required - Conduct minor surgical procedures at the health facility when required - Attend to sexual assault survivors on a timely basis as necessary - Ensure timely referrals both Emergency and Elective cases to identified secondary and tertiary care centers - In collaboration with the pharmacists, maintain a complete and accurate inventory of medicines and supplies located at the health unit and monitor and supervise their usage - Organize, attend and participate in weekly Continuous Medical Education (CME) sessions at the healthcare facility - Participate in staff on job trainings on a regular schedule agreed upon with the senior medical Officer - Attend and participate in the daily morning health facility handover meetings - Organize with health staff on weekly work and day off schedule to ensure that weekends are properly covered - Ensure adequate night coverage by developing a call list on a weekly basis for midwives and nurses (for delivery cases) and be second on call for emergency cases - Lead in mortality audits to improve quality of care for patients - Arrange and submit weekly work schedule and plan daily duties and responsibilities in collaboration with the SMO. - Provide up to date information on implementation of health activities through preparation and submission of weekly health facility reports - Ensure that all health activities are implemented as outlined in the work plans prepared in collaboration with the Senior Medical Officer - Review the health facility activities and priorities on a regular basis updating the Senior Medical Officer on gaps and/or provide recommendations on how to improve quality of services. Be a team leader in patient management in all health facility departments, giving support and guidance - Oversee the activities of the nurses, midwives, laboratory and pharmacy technician and auxiliary staff - Establish a compassionate environment by providing emotional and psychological support to patients and patients’ relatives.

Qualifications

- Good knowledge and skills in clinical medicine and surgery - Ability to write clear, concise reports and well-developed communication skills - Good computer skills - Must be a team player, flexible, and culturally sensitive - Ready to work in difficult environmental conditions - Ability to accept the possibility of insecurity in the project areas and obey security rules and standard operating procedures - Bachelor of Medicine and Surgery or equivalent from a recognized institution - Registered with Directorate/Ministry of Health - Minimum 2 yrs of working experience in a busy hospital setting.
