In addition, there is little effort made to systematically review and analyze the resources required and financial gap to achieve these goals at the regional and national levels. Hence, this Project aims to examine closely the costing and financing aspect of achieving SDG4 targets, specifically Target 4.1 (primary and secondary), Target 4.2 (pre-primary) and Target 4.5 (Gender equality and Inclusion). Although efforts have been made, inadequate understanding on costing of relevant interventions along with poor financing approaches come out as a major impediment for proper integration of early childhood care and education (ECCE)/pre-primary education (PPE) into Education Sector Plans (ESP) causing lack of policy intention and resources to sustain and expand preschool programmes in many countries. Moreover, lack of quality finance/expenditure data specifically at ECCE/pre-primary education hinders the costing and estimating financial gaps in education. Hence, while this Project will cover the entire basic education system from pre-primary to secondary, special attention will be given to pre-primary education where interventions are diverse, and costing and financing information is scarce. In this regard, understanding the cost of reaching specific SDG4 targets and identifying innovative financing mechanism that are doable in country context will greatly help the governments in planning for education and using their resources more efficiently. One of the key activities of this project is to develop ten country case studies that will investigate the education costing and financing processes at the country level. MAJOR DUTIES AND RESPONSIBILITIES --------------------------------- **MAJOR DUTIES AND RESPONSIBILITIES** Under the overall authority of the Director of UNESCO Asia-Pacific Regional Bureau for Education, the direct supervision of the Chief of Section for Inclusive Quality Education (IQE), and the daily guidance of the Team Leader of Education Planning and Management (EPM), the Individual Specialist shall be responsible for supporting the implementation of the biennium programme activities and projects on Education Planning and Management. Specifically, the incumbent will perform the following duties: 1.1 Assist in the preparation and finalization of the ten country case studies on education costing and financing in the Asia-Pacific region. 1. Prepare graphical illustration of key data/information on education financing for ten countries in the region; 2. Conduct the relevant desk research for the preparation of national case studies on education financing in the region; 3. Review, consolidate and incorporate feedback from reviewers on the draft case studies. 4. Compile the data analysis results from UIS regional team and reflect them in the case studies. 5. Prepare the final draft of the case studies.
