Result of Service
Under the leadership of the Resident Coordinator’s Office (RCO), the national consultant is expected to provide technical and advisory support to the DPG co-chairs and DPG secretariat.

Duties and Responsibilities
In response to global developmental challenges, the United Nations has initiated comprehensive reforms to enhance its effectiveness, accountability, and coherence. A cornerstone of these reforms is the empowerment of the UN Resident Coordinator (RC), who leads the UN country team and ensures a unified approach to supporting countries in achieving the Sustainable Development Goals (SDGs). Strengthened by direct reporting lines to the Secretary-General and supported by the UN Development Coordination Office, the RC's role is crucial for strategic planning, aligning UN agency activities with national priorities, and mobilizing resources. These reforms are pivotal in transforming the UN's operational framework, making it more responsive and efficient in its support to member states. The Development Partners Group (DPG) secretariat has been facilitating coordination, harmonization and alignment of Development Partners (DPs) policy priorities within the framework of dialogue between the Government and the DPs. DPG promotes the implementation of the agreed Development Cooperation Framework (DCF) in Tanzania with a view to support national efforts to achieve the country's growth and poverty reduction goals. It’s co-chaired permanently by the UN Resident Coordinator and on an annual rotational basis by a bilateral development agency. The UN Resident Coordinator’s Office (RCO) in Tanzania is seeking a qualified short-term national consultant to support the DPG and its secretariats for a period of 3 months. In 2017, the Government of Tanzania (GoT) and the Development Partners (DPs) agreed on a new Development Cooperation Framework (DCF) which forms the basis for effective dialogue between DPs and Government on national development, explores development financing opportunities and enhances mutual accountability between Government and the DPs. This has contributed to a wider approach on development cooperation including non-traditional development partnership. The DPG secretariat plays a facilitation role, advising the DPG co-chairs and contributing to the strategic dialogue between the DPG and the GoT, through the Ministry of Finance (MoF) as the main government interlocutor for the DCF. To support these functions, and under the direct supervision of the UN Resident Coordinator, the national consultant will have the following duties & responsibilities: Provide advisory and secretariat support to the Development Partners Group co-chairs as well as the Group itself Advisory and technical support to the national framework of the development effectiveness (Development Cooperation Framework for Tanzania) and strengthening national development management systems, processes and capacity Support DPG co-chairs in organizing internal DPG monthly meetings as well as coordinating the various DPG Thematic Working Groups to ensure close linkages between the various Thematic Working Groups and DPG Main on matters of development cooperation and financing for development Provide technical support to UNRC on development effectiveness in the context of UN Delivering as One Liaise with Ministry of Finance (MoF) as part of the Joint Secretariat between Development Partners and United Republic of Tanzania to facilitate continued dialogue process as part of the implementation of the Development Cooperation Framework (DCF) and its Plan of Action (PoA) Contribution to UN practices on Development Effectiveness matters Expected Deliverables: Conduct an analytical study on the politico-economy landscape in view of the declining ODA and examine how the government, private sector and NGOs are responding. (by end of June) Lead and coordinate the discussions on cost efficiency measures (UN and development partners) and prepare recommendations and guidelines to be shared with the government. (by end of June) Support DPs to better engage in the national development planning processes and understand the current, as well as future plans (vison 2050, long-term perspective planning, FYDP). (by end of August) Develop an input paper for the five year development planning to guide meaningful DPs engagement and strategic level suggestions/interventions. (by end of July) Review and analyze the country’s global commitments for international trade and investment and propose recommendations on the government preparedness and planning for engaging in trade and business corporations. (by end of Aug)
Qualifications/special skills
Master’s degree in social sciences, economics, international development or a related field (is required). Minimum 5 years of experience in development management, including coordination and effectiveness (is required). Experience working with donors and government counterparts (is required). Experience in global and national debates related to use of national systems to enhance aid and development effectiveness (is desirable). Familiarity with the UNSDCF and joint UN initiatives (is desirable). Familiarity with work processes in Ministries of Finance and government planning institutions (is required).
Languages
Excellent command in English both written and spoken is required.
