The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The Policy Unit is currently hiring an expert to provide support to programme and policy work related to climate crisis, adaptative social protection, resilience and disaster risk reduction (DRR).

Background and purpose of the assignment

The purpose of this international consultancy is to plan and coordinate WFP shipping operations, including the activities of external contracted organizations, to ensure the provision of cost-effective shipping services and that set objectives are achieved in full.

The Shipping Officer reports to the Country Director and is under the functional supervision of the Head of Supply Chain.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Contribute towards the development of shipping plans and processes ensuring compliance with wider logistics operations, policies and WFP standards.
  2. Contribute to the preparation and implementation of policy guidelines and operational directives and procedures in respect of ocean transport activity.
  3. Plan and manage shipping operations following standard processes and contribute, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  4. Liaise with Shipping Unit, Risk Mitigation Unit and Legal Unit in HQ for all contractual questions and contracting related to the maritime operations in Haiti.
  5. Negotiate and conclude ocean transportation arrangements or parts of important arrangements with vessel owners.
  6. Work closely with Dominican Republic CO and Haiti CO focal points on the SOP for the activation of the maritime bridge, as part of the humanitarian corridor, in case of an emergency.
  7. Undertake port/coastal assessment missions as required to ascertain conditions appropriate to handling and throughput for WFP commodities: establishing relationships with key port operators and authorities.
  8. Consolidate and plan shipments, manage operational aspects of maritime transport and cargoes, including checking document readiness, loading and discharging operations and contracting of stevedoring services as applicable.
  9. Liaise with humanitarian partners to facilitate their maritime transport under bilateral service provision.
  10. Sail on board WFP chartered vessel to supervise cargo when required.
  11. Attend chartered vessels in port to oversee cargo operations.
  12. Supervise performance of WFP’s shipping and forwarding agents, stevedores and other ancillary contractors to ensure efficient operations, and provide input in the annual performance review.
  13. Contribute to supply chain by providing technical support and guidance to other services, particularly for emergency preparedness and response.
  14. Identify, regularly monitor and manage contractual, operational and supply chain risks relevant to shipping activities.
  15. Collate data and prepare accurate and timely reports, including Key Performance Indicators (KPIs), that enables informed decision making and consistency of information presented to stakeholders.
  16. Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiency of the teams.
  17. Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

DELIVERABLES AT THE END OF THE CONTRACT:

Strategy on maritime transport/cabotage in Haiti, including analysis of the different options

Contingency plan in case of emergency, including the humanitarian corridor (maritime option) from Dominican Republic, and develop SOP

Strong relationship with the maritime transport stakeholders, i.e. ship owner, port authorities, government, and private sector

Working framework to ensure a smooth running of the maritime and rapid scale up in case of emergency

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or other relevant area, or First University degree with relevant logistics qualifications or additional logistics experience in port, freight forwarding and shipping operations.

Experience:

Practical experience in the maritime sector with a sound understanding of cargo operations in small regional ports.

Experience in commercial or government maritime transportation sectors.

Experience determining with CO and other Supply Chain actors best shipping modality/timing and liaising with agents and suppliers to ensure cargo readiness. Experience managing the discharging operations for chartered vessels and the contracting of stevedoring services.

Experience negotiating and concluding ocean transportation contractual arrangements with commercial shipping lines and ship owners. Experience supervising staff.
