Job Purpose

The purpose of this position is to provide strategic direction and strengthen the technical quality of the NRC’s Shelter and WASH programme. The Shelter and WASH Specialist is responsible for supporting the Shelter and WASH project implementation at field level.

What you will do:

  • Develop Shelter and WASH strategy and Macro Logical Framework Analysis (MLFA)s that are aligned with regional and global strategies and priorities.
  • Contribute to fundraising, develop and revise funding proposal, budgets, and donor reports.
  • Identify trends technical standards and donor priorities.
  • Follow up on compliance with contractual commitments within Shelter and WASH Programmes, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support.
  • Ensure that key learnings are extracted from WASH and Shelter Programmes implementation, and incorporate them in the Core Competencies (CCs) and staff development processes.
  • Provide systematic training and build capacity of technical staff.
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Responsible for the development of Country Office-level, CC Shelter and WASH Strategies and other programme development initiatives, assessing expansion, pilot activities, Shelter and WASH representation at Country Office and Area Office workshops, meetings, trainings, and related events and contributing to proposal narratives, budgets, and annexes.
  • Responsible for the exchange (and crosspollination) of technical resources and lessons learned.
  • Responsible for ensuring teams have access to appropriate implementation tools and relevant technical guidance.
  • Responsible for technical support to CC Strategic priority projects such as Safe and Dignified Shelter and WASH transition to ensure the strategy is implemented and meets quality standards.
  • Responsible for leveraging external technical support where feasible to increase programme quality and build partnerships with the private sector for pro bono support opportunities.
  • Responsible for quality assurance, with a focus on policies and procedures; technical standards, pilots, safe and inclusive programming/protection and Monitoring and Evaluation, through harmonisation and strengthening of tools and methodologies.
  • Responsible for leading on the specific CC Shelter WASH quality inputs to proposal design and development and review of CC SW inputs to donor reports.
  • Responsible for regional external coordination and representation concerning Shelter and WASH activities in formal and informal forums including clusters, working groups with international and local NGOs and with other NRC Country Offices.
  • Responsible for representation with donors or other stakeholders as requested by the Head of Programme.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelors Degree in a relevant field of study
  • Minimum 4 years of experience within a senior technical role in a humanitarian/recovery context;
  • Experience from working in complex and volatile contexts. Knowledge of the context in Syria and neighbouring countries
  • Expertise in Shelter and WASH programming;
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Experience with remotely managed programming
  • Fluency in English, both written and verbal.

Additional Information:

Duty Station: Amman, Jordan

Travel: Up to 20% International Travel

Duration of contract: 12 months, subject to Renewal depending on funds and performance

Grade 9 in NRC's grading structure

Reporting to: Head of Programme
