You have:
- Experience from working within technical expertise area in a humanitarian/recovery context
- 2-3 years' experience from working as an engineer or data specialist, preferably in humanitarian sector
- University degree in architecture or engineering: civil, structural, electro-mechanical, hydrogeology, environmental, energy, computer, data management or relevant fields
- Fluency in Ukrainian and Russian is essential
- Intermediate proficiency in English, both written and verbal is required
- Strong Knowledge of computer programs: MS Word, MS Excel, PowerPoint, AutoCAD, Power BI
- Excellent time management skills and ability to perform under tight deadlines
- Excellent organizational skills, ability to prioritize a complex workload and to work autonomously as needed
- Previous data management and data analysis experience
- Willingness to work in demanding, stressful situations with respect for basic security rules
Contract

- Role and responsibilities
Under the supervision of the Shelter Project Manager, the WASH & Shelter Officer focuses on the support the implementation of essential services in urban and rural settings (water supply, wastewater, energy, construction, rehabilitation, distribution, etc.) and he/she is responsible for assessing needs and support the planning, design, data analyse, report and supervision of NRC’s WASH/Shelter activities in Ukraine context.
The purpose of the WASH & Shelter Officer position is to follow-up of the implementation progress, monitor workplans, manage Shelter database with visualization of WASH/Shelter department deliverables, regular reporting and documentation. In addition, the WASH & Shelter Officer shall contribute to ensuring that repair and rehabilitation/refurbishment of buildings, maintenance of water systems and energy efficient solutions are well-implemented according to NRC standards and procedures and national regulations/frameworks.
Generic responsibilities
- Ensure compliance with NRC policies, guidelines and standards
- Ensure compliance with WASH/Shelter strategy, tools, handbooks, guidelines and standards.
- Data management of WASH/Shelter department through ensuring close follow up on data collection, data analysis and information dissemination for all WASH/Shelter activities.
- Formulate, implement and monitor work plans and activities implemented by contractors, ensuring alignment with defined program approaches and objectives, and maintaining a focus on gender/sex disaggregation of relevant indicators.
- Ensure that all WASH/Shelter projects (repair, rehabilitation and/or reconstruction) are implemented in a timely manner and according to strategy, proposals, budgets and plans, and in line with NRC policies and donor requirements.
- Participating in the communication with the affected population, beneficiaries’ registration and verification.
- Daily monitoring and reporting on project activities using project management and monitoring tools.
- Provide specific technical support and capacity building towards project staff, specifically on data management and data visualization.
- Assess, promote and document ideas for technical improvement and further program development options.
- Ensure that the project is implemented in adherence with the partnership agreement requirements.
- Participate in developing the technical monitoring, follow-up and evaluation plans and reports.
- Provide inputs for regular reporting of WASH/Shelter department.
- Other relevant tasks as required.
Specific responsibilities
- Design and administrate the database of the WASH/Shelter program.
- Ensure accurate inputting of data received from WASH/Shelter partners into department database.
- Facilitate reader-friendly dashboard interface to present department’s achievement and update it timely.
- Prepare workplans, track the implementation, collect field inputs, and provide bi-weekly/monthly update of WASH/Shelter activities including recommendations, lessons learnt, challenges and key field points.
- Update 4Ws, situation reports and other information for coordination mechanisms under the direction of the Shelter Project Manager and WASH/Shelter Project Coordinator.
- Assess the completion of works, and prepare recommendations for payments, interim and final payment certificates.
- Assist in the procurement procedures, and coordinate/follow-up with other departments in NRC.
- Ensure that distribution of materials and equipment is done in timely manner and according to workplans and procedures
- Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required
- Assist and support the direct line manager in drafting reports of any kind
- Assist with any other duties assigned by line manager as and when required.
- Manage information and documents through maintaining the archiving system in the department.
- Working closely with the M&E team, review WASH and Shelter activities’ beneficiaries lists, update and analysis beneficiary database in collaboration with M&E department.
- Full responsibility of feedback/complaints by receiving, analyzing, direct to technical field team, and provide response to the FB, M&E and/or accountability teams.
