Shelter core competency in NRC programme aims to provide protection and safety to people affected by conflicts and internally displaced people through shelter solutions which varies from immediate emergency shelter to more durable assistance with support to rehabilitate and improve houses, rental assistance and other potential solutions. Shelter team also is engaged in technical infrastructure related works beyond housing solutions mostly in collaboration with other core competencies such as Education and Livelihood.

1. Role and responsibilities The following is a brief description of the role.

Generic responsibilities

1. Adherence to NRC policies, guidance, and procedures 2. Contribute to Shelter strategy development, project proposals drafting and provide input on needs and gaps 3. Coordinate, manage and implement the portfolio of Shelter projects (activities, budget and project documentation) as delegated by the Shelter Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality 4. Support implementation of project cycle management activities according to NRC framework. 5. Oversee the provision of Shelter services to NRC beneficiaries in the relevant area 6. Ensure that projects target beneficiaries most in need of Shelter support, explore and asses new and better ways to assist 7. Promote and share ideas for improvement and necessary changes in the activities 8. Supervise the Shelter team located in Mykolaiv, ensure their capacity building and transfer key skills 9. Contribute to protection needs and trends identification 10. Liaise and collaborate with relevant local authorities and other key stakeholders

Specific responsibilities

  • Lead assessments teams of housing rehabilitation and upgrades, totally destroyed buildings, schools, etc. in line with NRC’s project criteria, in order to support assessments and any other shelter intervention.
  • Work with the Shelter & WASH Team Leader and Shelter & WASH Project Manager on the implementation of projects including properties selection, meeting with communities, assessments, monitoring, distribution, etc.
  • Produce reports as evidence of a technical assessment.
  • Support, guide, and lead the Shelter & WASH team in Mykolaiv Field Office.
  • Act responsibly and communicate respectfully with beneficiaries and stakeholders to give a clear and accurate picture of the past, current and future situation.
  • Ensure the appropriate documentation is in order for beneficiary contracts and subsequent payments or issuing of vouchers.
  • Plan the daily and weekly activities of the Shelter & WASH Team in relation to: o Assessments, monitoring and implementation o Follow-up of troublesome cases o Ensuring closure of work by the anticipated date o Response to and follow up on referred cases o Management of assigned case-loads, including keeping up-to-date records of numbers of housing units, shelter, and landlords contracted

Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Cooperation with other Shelter management and Shelter staff
  • Cooperation with Programme colleagues and Support functions
  • Coordination with communities and local authorities
  • Coordination with other Shelter actors in the area

2. Competencies

1. Professional competencies Generic professional competencies:

  • Minimum of 5 years of work experience that demonstrates skills that can be transferred to this role and the humanitarian sector
  • Experience of working with stakeholders to ensure delivery of projects
  • Relevant experience with NGOs, charities, humanitarian work or similar organisations is an advantage
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is an advantage
  • Experience in working with communities and vulnerable people is an advantage

  • Very good English language proficiency
  • Excellent communication and report-writing skills (oral and written)
