Overview

Provide day-to-day technical oversight of solar energy and construction-related activities.

You have:

  • University degree in Electrical, Energy, or Renewable Energy Engineering, or a related technical field.
  • Minimum 4 years of professional experience with renewable energy systems or infrastructure projects, preferably with UN agencies, INGOs, or the private energy sector.
  • Proven experience in energy audits, system sizing, installation, and commissioning of renewable energy systems.
  • Fluency in both Arabic and English (written and spoken).
  • Strong knowledge of the Libyan context and local regulations.
  • Experience in direct implementation and supervision of renewable energy or shelter projects.
  • Proven skills in community engagement and conflict-sensitive approaches.
  • Awareness of gender, inclusion, and protection considerations in technical programming.

The Norwegian Refugee Council (NRC) in Libya supports displaced persons, returnees, and host communities through critical Shelter and WASH programs. The Shelter Technical Officer (Renewable Energy) is a central role in delivering NRC’s renewable energy and shelter projects. This position provides day-to-day technical oversight of solar energy and construction-related activities, ensuring full compliance with NRC’s standards, national regulations, and humanitarian principles. The Officer will contribute to NRC's goals of safe, inclusive, and sustainable energy access, supporting households, schools, and essential community infrastructure across the Libya West Area.

Qualifications

Generic Professional Competencies

  • Education: University degree in Electrical, Energy, or Renewable Energy Engineering, or a related technical field.
  • Experience: Minimum 4 years of professional experience with renewable energy systems or infrastructure projects, preferably with UN agencies, INGOs, or the private energy sector.
  • Technical Skills: Proven experience in energy audits, system sizing, installation, and commissioning of renewable energy systems. Strong understanding of technical design tools and field supervision methods.
  • Language: Fluency in both Arabic and English (written and spoken).
  • General: Excellent technical writing and communication skills, with the ability to meet reporting deadlines and manage multiple priorities under pressure.

Responsibilities

Technical Design and Documentation

  • Prepare complete technical packages for renewable energy and shelter interventions, including Designs, Bills of Quantities (BoQs), Drawings, Scopes of Work (SoW), and technical specifications, ensuring they meet NRC and donor standards.
  • Lead the design, installation, and commissioning of solar energy systems for households and public infrastructure.

Quality Assurance and Field Supervision

  • Conduct regular field visits to monitor, supervise, and verify the quality of installations and construction works.
  • Ensure strict compliance with safety standards, technical specifications, and project timelines.
  • Conduct technical assessments and propose corrective actions to address quality or safety issues.

Coordination and Compliance

  • Provide day-to-day technical support to Shelter and Renewable Energy teams and coordinate closely with Logistics and Procurement for material quality verification and timely delivery.
  • Enforce compliance with NRC’s safety protocols, national regulations, and international standards, ensuring safe worksites and adherence to HSS procedures.
  • Maintain detailed technical files, prepare payment packages, and submit timely progress reports.

Safe and Inclusive Programming (SIP) and Community Engagement

  • Ensure project activities uphold NRC’s Safe and Inclusive Programming (SIP) standards, focusing on safety, meaningful access, accountability, and participation.
  • Coordinate with local communities and stakeholders to ensure transparent communication and inclusive participation, promoting equal access for women, youth, and persons with disabilities.
