Purpose of the Job:

The purpose of Shelter Technical Assistant position to assist in day-to-day implement of Shelter project integrated with shelter activities as well. He/she will be responsible for overall project assessments, selection, (BQ and design) and reporting. Additionally, he/she will ensure construction of Shelter, construction and Shelter upgrading, survey and selecting beneficiaries for cash for work, survey and selection of venerable beneficiaries for winterization in cash and in kind in all Kunduz province city and districts.

Generic responsibilities:

  1. Adhere to NRC policies, tools, handbooks and guidelines.
  2. Assist a range of support with the implementation of the shelter portfolio according to plan of action.
  3. Implements independently procedures and activities within own shelter as delegated.
  4. Responsible for organising and delivery of tasks in line with priorities and standards.
  5. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.
  6. Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work.
  7. Prepare and develop status reports as required by management.
  8. Ensure proper filing of documents.
  9. Promote and share ideas for improvement in your area of expertise.

Specific responsibilities:

  1. Identify Shelter needs of the IDPs, Returnees and Host’ families in communities.
  2. Conduct Shelter and shelter upgrade needs assessments, KAP surveys, hygiene trianing and Shelter technical assessments.
  3. Mobilize, motivate and encourage potential leaders to talk to their fellow community members about good hygiene practices.
  4. Supervise the delivery, distributions, and implementation of (Shelter) interventions in field.
  5. Ensure all work is carried out as per the community needs and project standards.
  6. Monitor the Shelter upgrade, cash for rent and all shelter issues within target communities through the ‘Community Leaders’, as well as directly through spot checks and assessments.
  7. Provide daily, weekly, and monthly reports to shelter coordinator on project progress against work plan.
  8. Plan and distribute the shelter In-kind items to target beneficiaries.
  9. Quality check from shelter In-kid items in the field and prepare the QC report to shelter coordinator.
  10. Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  11. Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses any other task given by the direct supervisor.

Generic professional competencies:

  1. University degree or diploma in civil/construction engineering and other relevant institution is required.
  2. Minimum 2 years of experience working with INGOs in a similar role as Shelter Technical Assistant preferably engaged with shelter activities
  3. Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGOs.
  4. Excellent communication skills.
  5. Good knowledge of computer applications uses ideally Microsoft Office package.
  6. Fluency in English language both written and spoken plus excellent understanding of the local languages Pashtoo/Dari.
