You have:

  • At least 2 years of experience in a similar role within a humanitarian setting.
  • Proficiency in local languages (Pashto and/or Dari).
  • Experience in monitoring and evaluating shelter projects.
  • Ability to work in challenging environments and with diverse populations.
  • Strong reporting and communication skills.

Purpose of the Job:

The purpose of the shelter Technical assistant is to contribute to cash for rent project implementation in Kandahar Province. It will predominantly include conduct household need assessment for force evicted families, selection of beneficiaries, support for the delivery of humanitarian aid (through in-kind distributions and/or market-based approaches); and support for monitoring and evaluation (M&E) of these activities. The Shelter Technical assistant will also facilitate information flow between NRC staff, local authorities, beneficiary, communities, and other relevant stakeholders, as appropriate.

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated shelter project portfolio according to a plan of action
  • Prepare and develop shelter status reports as required by the shelter project manager
  • Ensure proper filing of documents for the shelter project
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  • Development of holistic and needs-based programs, including cash-based interventions and marked based programs
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

  • Conduct field visits in Kandahar and interview returnees/IDPs families.
  • Quality control of all shelter activities at each stage of the progress - travel regularly all the site for implementation of shelter intervention in Kandahar province.
  • Operate field equipment, radio, etc.
  • Responsible for assessment, project planning, implementation, and monitoring of shelter projects.
  • Maintain regular field visits for the shelter project.
  • Proceed on-time cash payments to target families according to the plan and on-time clearance.
  • Participate in NRC staff seminars and training, when scheduled
  • Project site selection. Identify of most needy and eligible families with close coordination with the ICLA team.
  • Prepare reports on weekly, monthly and require base as well
  • Ensure the inclusion of cash-based interventions and marked based programs in-country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Conduct the meeting with community/ or village elders, Malaks, School shura, local authority, and other stakeholders at field level.
  • Any other tasks as assigned by the immediate superior.
