NRC in Libya supports internally displaced persons, returnees, and host communities through Shelter and WASH assistance in areas including Tripoli, Tawergha, and Misrata. The Shelter/WASH Technical Assistant supports day-to-day, field-based implementation of NRC’s Shelter and WASH projects delivered through direct implementation, ensuring technical quality, safe and inclusive programming, compliance with Housing, Land and Property (HLP) considerations, and strong community engagement.

Responsibilities
Generic Responsibilities 1. Ensure adherence to NRC policies, tools, handbooks, and guidelines. 2. Implement delegated Shelter/WASH activities according to approved workplans and plans of action. 3. Prepare and submit status/progress reports as required by management. 4. Ensure proper filing and information management, including timely data entry and uploads. 5. Ensure projects target people most in need and explore new and better ways to assist. 6. Promote and share ideas for technical improvement and adaptation. 7. Apply Safe & Inclusive Programming (SIP) and Diversity, Inclusion & Participation (DIP) across the project cycle (safety/dignity, meaningful access, accountability, participation). Support the successful delivery of all direct-implementation Shelter and WASH activities across the full project cycle, as delegated by the line manager. b. Conduct regular field visits to monitor progress, identify issues, and provide on-site support to resolve implementation challenges. 2. Technical Quality a. Support technical quality in line with NRC Libya strategies, SOPs, and tools. b. Ensure compliance of works with HLP considerations (as relevant to Shelter interventions) and WASH standards. c. Facilitate meaningful consultation with affected communities throughout assessments, design, delivery, and handover. d. Contribute to technical packages (BoQs, drawings, and Scopes of Work) with support from technical staff. 3. Assessments a. Support Shelter/WASH components of Area-level assessments (e.g., RNAs, MSNAs, sectoral and construction assessments), including data collection and basic measurements to inform BoQs. 4. Protection Mainstreaming / SIP a. Ensure the safety and dignity of participants; understand diverse needs (gender, age, disability); enable equitable access; ensure accountability and participation. b. Support inclusive beneficiary selection and maintain up-to-date service mappings and referral pathways. 5. Monitoring & Evaluation (M&E) a. Support high-quality output and outcome monitoring per the Libya M&E Strategy, tools, and guidelines (including photo documentation, checklists, and beneficiary feedback). b. Coordinate with the Information Management Officer (IMO) for accurate data and archiving. 6. Reporting a. Provide timely, accurate inputs to internal and external reporting mechanisms (weekly/monthly updates, GORS/GOORS, donor, inter-agency 4Ws), as delegated. 7. Coordination & Collaboration a. Maintain effective collaboration within the Shelter/WASH team and with other Core Competencies and Support functions (Logistics, Finance, HR, HSS). b. Liaise with community leaders, local authorities, and partners to facilitate safe access, transparent communication, and community participation
