Position: Shelter Technical Assistant

Reports to: Shelter Officer

Supervision of : None

Duty station: Tripoli – Libya

Travel: 30%

  1. Role and responsibilities

The purpose of this position is to support the day-to-day implementation of the Shelter, Cash or related projects delivered by NRC in Libya. The position-holder will be duty-stationed in Tripoli, but will be expected to travel to Misrata/Tawergha. Projects in this area are delivered through direct implementation

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for technical improvement

Specific responsibilities

  1. Project Implementation. As delegated by line-manager, responsible for supporting the successful implementation of all Shelter & Cash projects delivered through direct modality throughout the full project cycle.
  2. Assessments. As delegated by line-manager, responsible for supporting Shelter & Cash technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).
  3. Project M&E. As delegated by line-manager, responsible for accurate and high quality Monitoring and Evaluation of NRC Shelter & Cash or related activities, including information management and archiving. This will include - but is not limited to – the successful implementation of construction/process, output and outcome monitoring conducted by NRC, or third parties. M&E activities will be conducted in accordance with the Libya Office M&E Strategy, tools and guidelines.
  4. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Shelter & Cash or related activities throughout the project-cycle. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
  5. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter & Cash project team, within other Core Competencies and with the Support Team.
