Overview

Ensure quality programming and coordination across NRC Ukraine’s Shelter & Settlements programme.

You have:

  • Relevant university degree; preferably in architecture or civil engineering.
  • At least three years of field experience working as a Project Manager, preferably in shelter & settlements programs in complex emergencies, with responsibility for Project cycle management, Risk Management, Staff Development and Management and Grants and Budgets Management.
  • Experience managing large-scale infrastructure and energy-focused projects and partnership-led shelter and settlements programming.
  • Good understanding of Housing, Land and Property (HLP) context in Ukraine.
  • Excellent communication and reporting skills, both written and oral.
  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules.
  • Fluency in spoken and written English as well as Ukrainian language. Knowledge of Russian language is an asset.
  • Valid driver’s license.

What we are looking for

Field experience working as a Project Manager, preferably in shelter & settlements programs in complex emergencies, with responsibility for Project cycle management, Risk Management, Staff Development and Management and Grants and Budgets Management. Experience managing large-scale infrastructure and energy-focused projects and partnership-led shelter and settlements programming, durable solutions and settlements-based approaches. Expertise in programme start-up, exit or similar environments, with good understanding of Housing, Land and Property (HLP) context in Ukraine. Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules.

What you will do

The purpose of the role is to ensure quality programming and coordination across NRC Ukraine’s North-East Area Office (AONE) Shelter & Settlements programme; furthermore, the holder of the role will be responsible for mentoring, training, and capacity development of staff in all areas of Shelter &

Settlements technical capacity and humanitarian project implementation.

Key responsibilities:

  • Contribute to the development of Country, Area and CC strategies, based on context, technical expertise and assessment of beneficiaries' needs within area of implementation.
  • Responsible for management and implementation of CC projects (activities and budget) for both direct and though partners projects, according to strategy, proposal, plans, budget and as per donor requirements as well as in compliance to NRC policies and procedures, while ensuring implementation of Safe and Inclusive Shelter & Settlements programming and principles.
  • Develop, update and follow up of detailed project work plans, spending plan, M&E plan and recruitment plan for the specific CC projects on area level and ensure proper filing of project documents.
  • Contribute to the proposal development process with AO CC specific input in coordination with the CC specialist and the Area Programme Manager.
  • Identify new opportunities for programming, synergies with the other CCs and partnerships with local actors.
  • Provide regular progress reports to the Area Programme Manager and the Shelter & Settlements Specialist.
  • Responsible for implementing technical direction as determined by the Shelter & Settlements Core Competency Specialist (CCS), and ensuring high technical quality of projects, by identifying and implementing ways to improve program quality and cost efficiency.
  • Ensure that projects target beneficiaries most in need of assistance, explore and assess new and better ways to assist while promoting the rights of displaced people in line with the advocacy strategy.
  • Line management and development of Shelter & Settlements project staff.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

What you will bring

  • Experience in logistics/administration management; management of large-scale infrastructure and energy-focused projects and partnership-led shelter and settlements programming as well as localization, durable solutions and settlements-based approaches.
  • Shelter & Settlements programme experience with start-up, exit or similar would be an asset
  • Good understanding of Housing, Land and Property (HLP) context in Ukraine.
  • Excellent communication and reporting skills, both written and oral;
  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules.
  • Goal orientation and attention to details, ability to work independently and with limited supervision. Flexibility, creativity, organization and cooperation;
  • Fluency in spoken and written English as well as Ukrainian language. Knowledge of Russian language is an asset.
  • Valid driver’s license
