Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC Ukraine is looking for a Shelter Officer/ Civil Engineer based in Lviv.

Overall purpose of the role

• Provide administrative and technical support to the engineering activities • Lead the planning, implementation and quality control of the repairs and rehabilitation activities

Shelter Sector responsibilities:

• Lead all Needs Assessment, definition of Scope of Works and prepare all the technical inputs for activities in Western Ukraine.

• Follow all engineering activities including the day-to-day supervision of partners, contractors and quality control

• Participate in all the Supply chain matters related to the activities to provide technical inputs

• Support the implementation of the country strategy, by also leading assessment into new areas, and/or provide punctual support in any of the other DRC offices in the country.

Geographic scope: Area Western Ukraine

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The Officer follows area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

The position may require up to 30 to 40% of travel to different location and other DRC Offices

Main responsibilities

Reporting • Reporting to Western Area Manager

• Follow all relevant project tools, plans, and budgets • Project implementation, reporting and evaluation

Programming & Operations • Ensure efficient and effective program implementation while following the budget and work plan • Provide technical support and inputs on all shelter activities

Coordination and representation • Collaborate with relevant internal and external technical experts on sector relevant issues • Represent DRC at meetings and other relevant technical coordination meetings • Ensure integration with other DRC sectors

Logistics/Finance • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up • Initiate procurements and ensure their execution

Reports to

Western Area Manager, technical supervision by shelter specialist/coordinator

Required experience and competencies

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.

    • Minimum 2 years of practical experience in sector área, preferably working for an INGO/UN
    • Experience in administrative and support tasks
    • Knowledge of construction work procedures (permissions of works, construction process, design, etc) in accordance with the current legislation of Ukraine.
    • Knowledge of current construction norms and rules of Ukraine.
    • Fluent in Ukrainian and Russian (speaking/reading/writing), Intermediate in English is desirable.
    • Excellent skill in MS Word, Excel, and PowerPoint
    • Skills in GIS software and AutoCAD are an asset

    Required education

    Master’s Degree in Civil Engineering or another relevant field
