  1. Role and responsibilities

The Winterization Distribution Officer is responsible for assisting in the day to day implementation of the winterization plan for Ukrainian refugees in Moldova, working with NRC suppliers, contractors and local organisations to deliver items related to winterization (bedding, clothing and small goods, and reporting activities to the Shelter Program Manager accordingly.

Generic responsibilities

  1. Monitor and report on the winterization activities and ensure compliance with plans and NRC standards.

  2. Manage the ordering and delivery of winter items to key locations throughout Moldova, as requested by the implementing partners and agencies.

  3. Monitor activities and report any issues or concerns in a timely manner.

  4. Administrate payment requests for partners, contractors, suppliers etc.

  5. Carry out data collection and monitor progress against the plans.

  6. Prepare and file relevant documents according to procedures.

  7. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action

  8. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the Protection Coordinator.

Specific responsibilities

  • Act responsibly and communicates respectfully with service providers and community members in relation to the placement of orders for winter items.
  • Explain the NRC assessment and selection process well to refugees and community members who do not fall within the project criteria.

  • Collect and submit orders for winterization items to the logistics department.

  • Coordinate with Logistics for the delivery of the packaged items arrangements and ensure having the recipient signatures on the delivery forms.
  • Carry out random quality control checks on items being delivered to ensure that they are appropriate quality and as ordered.
  • Submit daily and weekly reports to the Officer on the activities and action points assigned to
  • Coordinate with various NRC staff at field level on implementing program activities.

  • Systematically refer any issues or complaints from key stakeholders.

  • Assist in the post distribution monitoring as required.

  1. Competencies

    Professional competencies

  • Minimum of 1 year of relevant work experience in shelter and/or logistics activities, including customer liaison and record keeping.
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities

  • Proficiency in English & Romanian, Ukrainian or Russian both written and spoken
