The purpose of the Shelter Cluster Coordinator position is to work together with the cluster lead agency (UNHCR) to coordinate the shelter and NFI cluster and ensure a coherent and effective emergency response by mobilizing groups of agencies, organizations and NGOs to respond in a strategic, timely and integrated manner to humanitarian crises in Somalia. The following is a brief description of the role.

Generic responsibilities (max 10)

  1. Adherence to NRC policies, guidance and procedures
  2. Work impartially on behalf of the cluster and all cluster members equally.
  3. Work alongside the Cluster co-chair on the day-to-day facilitation and coordination of the work of the cluster.
  4. Support the Cluster Co-chair in the development of strategies for the Shelter and NFI Cluster, work plans, and response planning. .
  5. Coordinate adequate service delivery among partners engendering complementarity, integration, and harmonization of approaches in line with the Shelter / NFI Cluster’s strategy, standards and guidelines.
  6. lead on development of different shelter typologies, where required, in close collaboration with Shelter Specialists and cluster members.
  7. Support fund raising initiatives and resources mobilisation on behalf of the cluster to meet the emergency Shelter and NFI needs of crisis affected populations.
  8. Liaise and collaborate with relevant local authorities and other key stakeholders to advocate for and facilitate the work of the Shelter/NFI Cluster and its Partners.

Specific responsibilities

1. Effective and efficient input into the Shelter cluster coordination architecture

  • Participate in the preparation and co-chairing of regular Shelter cluster meetings.
  • Represent the Shelter and NFI Cluster in the Inter-Cluster Coordination Group (ICCG) when needed.
  • Ensuring inclusion of key humanitarian partners for the Shelter and NFI Cluster.
  • Co-chair some of the Technical Working Groups (TWiGs).

2. Somalia planning and strategy development

  • Support the cluster coordinator with the development of the strategies of the Shelter and NFI Cluster, work plans, and coordination of response activities, taking into account cross-cutting issues.
  • Contribute to the Humanitarian Programme Cycle (including planning, periodic reporting, and strategic development of the Somalia Response Plan) and engage with Cluster partners for their inputs.

3. Monitoring and reporting

  • Support information gathering and analysis on the Shelter and NFI Cluster response in order to provide accountability for the sector in terms of delivering on strategy, objectives, targets, outcomes, programme quality and adherence to humanitarian principles. It includes analysis of anonymized Post Distribution Monitoring and Post Construction Monitoring Data from the partners.

4. Needs assessment and analysis

  • Support the cluster co-chair in the development of needs assessment tools, gap and response analysis.
  • Contribute to a better understanding and analysis of shelter needs as a priority need for displaced populations, including better integrated programming with shelter as an entry point.

5. Development and application of standards in support of the Shelter Cluster

  • Advocate for Shelter/NFI best practices.
  • Participate in the development of relevant and contextualized minimum standards, policies and guidelines.
  • Build the capacity of Cluster partners to apply the common standards.
  • Ensure that Cluster partners’ responses are informed at different phases of the response by appropriate policy guidelines and standards.

6. Advocacy and resource mobilization

  • Support the Cluster to advocate and mobilize resources for Somalia Emergency Shelter and NFI response plan.
  • Ensure that members are aware of funding opportunities and support their capacity to access these.

• Knowledge about own leadership skills/profile

Context/ Specific skills, education, knowledge and experience:

• Advanced University Degree (Master’s/ MPhil) in Civil/Structural/Architectural Engineering or other relevant discipline.

• Minimum 5 years of experience in shelter cluster coordination position in a humanitarian/recovery context.

• Good working knowledge of AutoCad, Information Management (IM) software, MS Office application (Word, Excel), email and able to easily navigate Internet.

• Knowledge and experiences in HLP

• Fluency in English language is must, both written and verbal.
