You have:

  • Bachelor’s degree in Civil engineering, Architecture or Construction Engineering, or other related field.
  • Minimum 2 years of relevant work experience with Bachelor or equivalent or higher.
  • Good technical knowledge about construction in Ukraine linked with understanding of Ukrainian Construction legislation.
  • Excellent communication skills, with a proactive and flexible approach to problem-solving.
  • Capable to use MS Office applications (Word, Excel, Power Point, Outlook etc.) with strong confidence in Excel.
  • Knowledge of English and Ukrainian languages is required.
  • Knowledge and previous experience in the humanitarian sector is highly desirable.

The position is located within the Emergency Shelter and Housing Unit of United Nations High Commissioner for Refugees Country Office Kyiv and reports to the Assistant Shelter Officer.

Duties and Responsibilities Operational Support: • Support the implementation and follow-up of activities under the Emergency Shelter Response Programme, including Emergency Shelter Kits (ESKs), Emergency Shelter Materials (ESMs), and winterization assistance, including Rapid Thermal Kits (RTKs). • Assist in collecting, consolidating, and maintaining up-to-date trackers, databases, and records related to requests, deliveries, distributions. • Support the processing and follow-up of weekly, monthly and ad hoc requests for ESK, ESM, RTK, and other programme-related deliveries from implementing partners and UNHCR Field Offices. • Prepare draft consolidated requests for review, certification, and submission to logistics for shipment processing. • Monitor the program’s progress on a daily basis and report any operational issues and delays to the supervisor.

Coordination and Communication: • Support coordination between the CO Focal Point, UNHCR Field Offices, logistics focal points, suppliers, and partners. • Support the planning and coordination of field visits, post-distribution monitoring (PDM), and other follow-up missions.

Reporting, Information Management, and Compliance Support: • Support the consolidation and organization of daily, monthly, and summary reporting related to partner distributions. • Assist in collecting and organizing information submitted by partners, including distribution reports and other supporting documentation. • Monitor the complete and proper filing of documentation uploaded by partners to UNHCR online platforms (e.g. SharePoint), in line with UNHCR procedures and SOPs. • Support the review and cross-checking of information reported by partners across relevant UNHCR reporting platforms, including ActivityInfo, RAIS+, Kobo, internal trackers, and distribution reports. • Assist in collecting and consolidating information to support compliance with distribution rules, procedures, and documentation requirements.

PDM and Data Collection Support: • Support post-distribution monitoring (PDM) and other data collection activities related to emergency shelter and winterization interventions. • Support the consolidation and organization of collected data and findings for internal programme follow-up and reporting.

Procurement and Administrative Support: • Assist in preparing draft payment requests related to Shelter materials delivered to UNHCR warehouses, including the collection and organization of supporting documentation from suppliers. • Support the initial technical review of supplier submissions and proposals related to the procurement of materials for ESKs, ESMs, RTKs, and other shelter-related items, under the guidance of the supervisor.

Desired Candidate Profile The ideal candidate should demonstrate: • Good technical knowledge about construction in Ukraine linked with understanding of Ukrainian Construction legislation; • Excellent communication skills, with a proactive and flexible approach to problem-solving; • Capable to use MS Office applications (Word, Excel, Power Point, Outlook etc.) with strong confidence in Excel; • Capacity to deal with multi-task environment and efficiently contribute to the multi-national team’s work. • Knowledge of English and Ukrainian languages is required. • Knowledge and previous experience in the humanitarian sector is highly desirable

Conditions: The appointment is for an initial period of six (6) months and is a full-time position with official working hours from Monday to Friday (40 hours per week).
