This is a Professional contract, Grade 9 (NRC) contract. More about Professional contract, Grade 9 (NRC) contracts.

This position will provide support, technical and operational advice, and guidance with emphasis on ensuring quality. A core contribution will be the development or contextualizing of technical SOPs / technical guidelines providing the team with implementing tools. The Shelter PDM is also responsible for implementing the strategy and the management of specific Shelter and Settlement grants. This role is required to work collaboratively with colleagues in both the technical and the operational management structures in the country office, as well as with members or staff of local implementing partners and coordinating with other colleagues engaged in the regional response.

Duties & Responsibilities

  1. Develop and implement a needs- and evidence-based response strategy for Shelter and Settlements in all areas of Ukraine, across all response phases
  2. Oversee the mainstreaming of NRC and Cluster technical quality minimum standards for Shelter and Settlements throughout all stages of the programme cycle
  3. Support the consideration and inclusion of cash-based interventions and market-based approaches within the Shelter and Settlements responses, where appropriate
  4. Contribute to designing and implementing integrated programming with other Core Competencies – ICLA, Education, WASH, Livelihoods and Food Security, Protection and UDOC.
  5. Oversee the design of technically-sound, locally-appropriate Shelter and Settlements component of fundraising proposals.
  6. Promote the housing rights of people affected by displacement in line with the advocacy strategy
  7. Contribute to the identification of the needs of affected population at different stage of displacement
  8. Support the incremental integration of NRC Minimum Environmental Requirements
  9. Support the mainstreaming of Safe and Inclusive Programming (SIP) guidelines within the Shelter and Settlements response
  10. Support the due diligence process to take place to address Housing Land and Property (HLP) considerations and improve security of tenure within the Shelter and Settlements response

Skills & Experience

  • Minimum 4 years of experience within technical expertise area in a humanitarian/recovery context
  • Higher education, preferably within architecture or engineering or related fields of study
  • Technical Shelter and Settlements expertise
  • Solid understanding and experience of crisis contexts, as well as in the transition/recovery phase
  • Solid experience with project cycle management (PCM)
  • Experience from working in complex and volatile contexts
  • Fluency in English, both written and verbal

Access to a Schengen visa is required for positions in Ukraine
