What we are looking for

NRC Iraq is looking for a Shelter Project Manager. The role holder will be responsible for overseeing the strategic direction of the Shelter programme in Central and South Iraq Area Offices, undertaking needs assessments; monitoring progress and evaluations, adapting existing programming to changing needs; and undertaking programme development (design and proposal development).

Additionally, they will ensure the integration of the hard and soft WASH related elements that are an integral part of NRC’s Shelter, Education and Livelihoods and Food Security programming. They will also coordinate the day-to-day activities of the projects implemented whilst ensuring that they are implemented effectively and efficiently according to NRC’s guidelines and procedures.

What You Will Do

  • Responsible for all Project Cycle Management aspects of the Shelter and Settlements grants within the Central and South Iraq area offices, as per NRC project cycle management and per donor project monitoring.
  • Responsible for ensuring programme support to integrated programme, coordination, and technical quality in Area Office
  • Ensure that shelter projects are fully compliant in the areas of project submission, workplan development, technical works, and financial monitoring.
  • Develop, manage, and sign off overall project and staff workplans to ensure timely assessments, project submissions, monitoring reports, final reports, and financial payments.
  • Undertake project monitoring visits, support staff in implementation, troubleshooting, engineering problem solving and solutions.
  • Ensure shelter projects are implemented with an evidence-based approach ensuring that post project evaluations and analysis are carried out.
  • Ensure that all output/outcome data and beneficiary data is recorded and maintained in the shelter databases.
  • Identify funding opportunities and develop funding strategy and forecasts at Area Level.
  • Responsible for grants management and Budget Programme Overview allocations in Area Level.
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
  • Responsible for approval of Area Emergency Response Mechanism, area needs assessments, development plans, and programme implementation.

What You Will Bring

  • Experience from working in complex and volatile contexts.
  • Minimum of 3 years’ work experience from a senior level project implementation position in a humanitarian/recovery context
  • Fluency in English, both written and verbal
  • Experience building team culture of testing new ideas, developing capacities and solutions toward higher outcomes.
  • Experience applying appropriate problem analysis tools, mechanisms, and processes at all stages of the project management cycle.
  • Skills to provide strategic and innovative guidance and support for the application of shared service delivery tools, mechanisms and process.
  • Experience with integrated programming and/or coordinating multiple sectors/CCs.
  • Report writing skills – including analysis, summarising, and copy-editing.
  • Experience working with government, local authorities, humanitarian actors, host community and displaced populations (Internally Displaced People, Returnees and Refugees)
  • Experience with livelihoods, education, protection and/or legal assistance programming is advantageous.
