The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs founded in Denmark in 1956. DRC has provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, and Northern Shan. In 2012, waves of inter-communal violence swept through Rakhine, forcing approximately 140,000 persons to flee their homes and take refuge in IDP camps spread across the state. DRC activities target these IDPs, as well as other local vulnerable populations such as host villages and isolated villages. DRC implements a multi-sector response, including Camp Management, GBV, Child Protection, General Protection, Economic Recovery, and WASH activities.

DRC Myanmar in Rakhine State is funded by ECHO, SDC, DANIDA, DFAT, USAID, SIDA and UN agencies, including UNHCR, UNICEF, UNOPS and UNFPA.

Shelter and Settlement Project Manager (1 Post)

Duty Station : Sittwe Office, Rakhine State

Reports to : Programme Manager

Direct report for : Sector Specialist, Officers and Assistants

Overall purpose of the role:

The Shelter and Settlement Manager Project Manager works as part of DRC’s team in Rakhine. The position is based in Sittwe, with regular travel in the project areas.

Overall responsibility includes quality and timely management of Shelter projects in villages and IDP camps across Rakhine state, as well as direct management of the project team and representation at relevant clusters and Working Groups.

Specific duties and responsibilities: The duties include, but are not limited to the following:

The Shelter & Settlement Manager shall conduct regular field visits (including traveling by boat to reach the project’s locations, if needed) and will be expected to perform the following duties:

PROJECT MANAGEMENT AND LEADERSHIP:

  • Coordinate, plan and monitor Shelter project activities ensuring adherence to the sector, donor and internal requirements and guidelines.
  • Ensure the highest quality of the sectoral interventions including adherence to best practice programming and minimum standards (Sphere, Cluster.)
  • Ensure coherence between all projects, ongoing and proposed, according to the overall DRC strategy and take into account remote monitoring modalities if the context requires.
  • Take leadership of Shelter projects in terms of ensuring high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanisms on site, and in synergy with other DRC interventions in the area.
  • Prepare, supervise and approve BoQs, technical assessments, and quality checks for shelter and infrastructural works.
  • Formalize and develop project-related operational tools and training modules.
  • Provide input for monthly, quarterly, interim and annual donor reports, project proposals as well as ad hoc reports and communication items, as requested.
  • Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum DRC and donor requirements.
  • With the MEAL Manager, ensure a MEAL plan is in place and implemented for livelihoods activities and that the relevant Info Management systems are in place.

PROGRAM DEVELOPMENT, STRATEGY AND EXTERNAL RELATIONS

  • Representation of DRC and active participation in sector cluster meetings and relevant sub sectors/working groups
  • Oversee knowledge sharing across teams and ensure that monitoring and evaluation results are understood and used to improve programs.
  • Drive the development and growth of the relevant programs within the DRC program objectives, including proposal development, and feed into country-wide strategy development.
  • Ensure adaptiveness of programming with the ongoing emergency response
  • Ensure cooperation and integration with other DRC sectors of intervention, particularly Protection, CCCM and WASH programs, through working with the other project managers and team leaders.

    ACCOUNTABILITY AND REPORTING:

  • Guided by the DRC Program Handbook, continuously monitor and develop relevant accountability initiatives within the Shelter program as well as strengthen the effort to document the impact of activities.

  • Ensure compliance with internal and external reporting requirements as well as DRC policies and procedures, particularly with respect to Protection principles and the Code of Conduct.

PEOPLE MANAGEMENT:

  • Lead and manage DRC’s Shelter team including mentoring, ensuring coordination, recruitment and capacity development of team members.
  • Provide on-the-job training as required and adapt training/coaching to specific staff needs.
  • Recruit, provide supervision and coaching/on-the-job training of the project staff and undertake performance appraisals when appropriate.

As a Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

Experience and technical competencies:

  • Master's degree in relevant field (architecture, engineering, construction) and evidence of further specialist training.
  • Minimum 5 years of experience in NGO projects, particularly in managing/leading construction/WASH/Shelter/Infrastructure projects in emergency and/or early recovery contexts
  • At least 5 years' experience with people management
  • Experience in producing high-quality technical material (BoQ, training material, program management tools, proposals, strategic documents etc.)
  • Excellent interpersonal and communication skills for external audiences (including contractors, cluster, governments, and donors)
  • Experience working in conflict contexts or humanitarian response, including camp settings.
  • Experience working with Monitoring and Evaluation and budget management.
  • Experience with Microsoft Office and AutoCAD
  • English proficiency including good report writing skills.
  • Other local languages are considered an asset.
