Oversee Shelter and Water Infrastructure activities in Salah Al-Din.
You have:
- Significant proven work experience in engineering (designing and/or supervising) for Shelter and/or water infrastructure and WASH construction projects with at least two years of previous INGO experience implementing Shelter/WASH/Infrastructure activities.
- Technical engineering knowledge of civil, structural, and/or WASH, water infrastructure.
- Significant proven work experience in implementing WASH/Shelter projects through Cash for Work modality is strongly preferred, including supervising CfW workers (especially female) and supporting hygiene promotion including to female community members. Experience in distributions is an asset.
- At least 1 year of experience leading small teams and undertaking basic project implementation/monitoring responsibilities (e.g., completing purchase requests, compiling beneficiary data, etc.).
- Proven experience in report writing in English and drafting official letters in English and Arabic. Proficiency in spoken and written English and Arabic is essential.
- Proficiency in the following computer programs: MS Excel, MS Word, and AutoCAD.
- Good interpersonal skills and proven ability to work in a complex multicultural environment as a flexible and respectful team member.
- Willingness and capacity to work in the field and travel frequently to project sites when needed.
- Willingness and capacity to work outside of regular working days (national holidays or extra hours) in case of emergency response.
- Ability to work sensitively with vulnerable people, taking into account gender, age, and diversity.
- Demonstrated ability to collaborate and work as part of a team to achieve joint objectives, in a multicultural context.
- Ability to act calmly in tense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity.

Overall purpose of the role:
Under the supervision of the Shelter & Infrastructure Project Manager (S&I PM), the Shelter & Infrastructure Officer is responsible for planning, implementation, and follow-up of Shelter and Water Infrastructure activities in his/her assigned area. WASH and Water infrastructure activities vary from the rehabilitation of water supply infrastructures, such as pump stations, pipelines, boreholes, wastewater treatment plants, drainage networks …. etc., to the rehabilitation of WASH facilities in Schools and Public health centers, Hygiene and solid waste management promotion and awareness, supporting the municipalities with the restoration of the waste collection services and restoration of grey water channels. Shelter & wider Infrastructure activities include rehabilitation of public infrastructures such as schools, health centers, and community centers, emergency repairs of private houses according to Sphere minimum standards or distribution/installation of Shelter kits and seasonal NFIs, and technical support and outreach to the Ministry of Urban Planning. Note that the team also carries out these activities. Implementation modalities are through either a market-based approach such as cash for work, casual labor, cash or vouchers, or instead through private contractors.
Responsibilities:
- Under the supervision of the Shelter and Infrastructure PM, the Shelter and Infrastructure Officer undertakes regular field/site visits to ensure proper monitoring of the activity’s implementation in the area of operation.
- Organizes the Cash for Work activities schedule, liaises directly with the workers, and makes sure that all the necessary documentation (attendance sheets, certificate of completion of works, etc.) is properly filled and filed.
- Identify potential beneficiaries for Shelter/WASH activities and conduct any technical assessment needed in order to tailor the response, taking into consideration the specific needs of vulnerable individuals and persons of concern.
- Support, facilitate, or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners, and stakeholders in all stages of project design and implementation.
- Act as a focal point for DRC Shelter & Infrastructure activities at any time in the areas she/he is covering.
- With the support of the line manager, the Shelter Infrastructure Officer liaises directly with the contractor focal point at the worksite to monitor the quality of the works, alongside the relevant governorate directorate and is tasked with approving/rejecting the works after consulting the line manager according to the agreed standards in the BoQ.
- Prepare and follow up Procurement Request forms for all materials or services needed to allow proper continuation of the works
- Provide daily updates to the line manager and contribute to regular reports on progress and activities.
- Take responsibility for stock, inventories, materials, tools, and equipment, including correct filing and documentation in close cooperation with the logistics department and notably warehouse officer.
- Be the focal point with the distribution team and logistics to organize and implement any distribution.
- Be the focal point with the M&E team in order to make sure that PDM is conducted on a timely and good-quality basis.
- Ensure regular and timely reporting of problems, potential delays, or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.
- Contribute to refining data collection, monitoring, and reporting tools, and to the harmonization of WASH/Shelter methodologies and tools across the area(s) of operation.
- Ensure the respect of the DRC Code of Conduct and DRC’s zero-tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, and Diversity (AGD) mainstreaming into DRC programming.
- Undertake any other duties or tasks that may be assigned by the Line Manager.
