Job Description

Purpose of the Role:

IRC is looking for a competent and experienced Bangladeshi health professional (preferably female) to lead IRC’s Sexual and Reproductive health program in Cox’s Bazar, host communities and other parts of Bangladesh. Under the supervision of Senior health Coordinator this position will lead technical and programming integration of sexual reproductive health (SRH) as part of IRC’s overall health activities in Rohingya context as well expansion of SRH components across Bangladesh. The position will ensure that the Minimal Initial Service Package (MISP) for SRH, an interagency and WHO approved standard is integrated into the SRH/health activities. She/He will assist Senior Health Coordinator to ensure that SRH programs are designed and delivered based on best practices, available evidence, and context specificities. The incumbent will deliver technical and programmatic support on SRH, ensuring designing, planning, implementation and monitoring of high-quality and evidence-based interventions for the IRC program (Rohingya camp and other geographical settings vulnerable to climate change impacts).

Highlights of Key Responsibilities:

SRH Technical leadership and Support:

· Ensure that SRH programs are evidence-based and aligned with standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO, and projects are designed and implemented according to IRC’s SAP priorities as well as donor requirements.

· Promote the quality of the IRC’s health programs in the area of SRH by setting up quality standards and quality assurance mechanisms and checks

· Regular assess and provide technical feedback and recommendations to field staff on the quality SRH programmes and interventions.

· Coordinate closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department to develop, test and roll out useful monitoring and measurement tools and collect relevant data. Maintain a strong information management system and use findings to inform and improve program delivery.

· Set up a system for documenting IRC’s SRH program outcomes and outputs in collaboration with the grants unit, MEAL and the Senior Health Coordinator

· Collaborate and coordinate closely with all other members of the emergency response team and link development with emergency response activities.

· Ensure the timely submission of quality internal and external/donor information and reports for donor reports for all SRH components under health focused projects, including reporting against the logical framework

· Provide technical assistance to support high quality design, implementation, monitoring, learning and evaluation of SRH and ASRH programs, including efforts on very young adolescents, strengthening demand and supply of SRH and family planning services for older adolescents and first time parents.

Strategy, Program Development and Fundraising:

· Support IRC program to develop a strategic plan for SRH health components and looking for funding opportunities to maintain and expand program portfolio in Bangladesh

· Work with other technical coordinators to develop well thought and evidence based SRH focused programme model (s) with potential integration of GBV, Child Protection, Education etc as guided under IRC’s Strategic Action Plan (SAP)

· Identify and support in development of strategic / technical / funding partnership with relevant partners including but not limited to national and local government, I/NGOs, academic institutions, think tanks etc.

· Support Senior Health Coordinator during project design process for new or adapted SRH programming, including the development of budgets, proposal narratives, logframes, and other supporting documents.

· Actively involved in SRH proposal development activities (narrative and budget) through planning and program design with Senior Program Coordinator/Project Coordinator to ensure technical standards are taken into considering before submission.

· Lead proposal development for Adolescent Sexual and Reproductive Health (ASRH) work and provide and input into integrated health services opportunities.

· Regularly monitor and report on unmet SRH needs and service delivery gaps in Rohingya camps, host communities and in other parts of Bangladesh in line with IRC SAP; make informed recommendations to Senior Health Coordinator on the potential value addition as well as capacity of the IRC to address identified needs.

· Regularly review MEAL data on SRH component and apply indicator findings to improve program quality. Active participation in the quarterly country data review.

- Work closely with the IRC’s Women Protection & Empowerment (WPE), Gender Based Violence (GBV), and other technical teams at the field level to implement comprehensive/integrated programming to meet the diverse and unique needs of women and girls; Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.

Capacity Development:

· In close collaboration with Senior Health Coordinator, lead on preparing and rolling out of staff capacity assessment (quarterly/annual) and capacity development plan on SRH areas for the IRC and partners programme staff through diverse methodologies including but not limited to – Training, workshop, mentorship, coaching

· Coordinate/manage that all health staff of IRC and Partner Staff are adequately trained though internal and external trainings and, if necessary, create possibilities for capacity building, mentoring and coaching for RH staff. Plan and develop training plan engaging Senior Health Coordinator in the area of SRH (e.g. MISP (Minimum Initial Service Package for RH in Crisis Situations), including the services/activities: Facility deliveries, Emergency Obstetric Neonatal Care (EMONC) and referrals for EMONC, Family Planning (FP) provision and counselling on Family Planning; Safe Abortion care and Post abortion care; Clinical Care for Survivors of Sexual Assault (CCSAS), other consultations of antenatal and post-natal care services; Sexually Transmitted Infection (STI) case management and counselling).

· Strengthen the capacity of country office staff as well as partners to implement quality ASRH programing using state-of-the art approaches and find opportunities for innovation.

· Design SRH program assessments to identify opportunities for expansion and improvements in program effectiveness, efficiency and efficacy.

· Monitor evolving SRH needs of the target communities, identify health needs in new project areas and adjust the programmatic priorities as necessary in collaboration with relevant Partners.

· Lead the implementation of needs assessments for SRH health outcome. Work in close coordination and in consultation with Senior Programme Coordinator (s) and Senior Grants Partnership and Accountability Coordinator to support design of such assessments

· Regularly monitor and report on unmet needs and service delivery gaps in programme locations; make informed recommendations to senior management on the capacity of the IRC to address identified needs.

· Providing technical support to Senior Health Managers, Clinical SRH manager, Clinical Supervisors related to SRH services across the IRC health programme

Coordination, Representation and Advocacy:

· Building effective working relationships with key partners including donors, government actors, UN agencies, international and local NGOs, and other relevant actors

· Represent IRC to local communities, government departments, international agencies, local partners and donors as required

· Under the strategic guidance of Senior health coordinator, work closely with IRC’s advocacy lead to identify SRH related key advocacy issues and support in undertaking evidence based advocacy

· Represent IRC externally in technical working groups (SRH WG, ASRHinE), consultations and conferences, as well as with donors and multi-lateral partners.

Qualifications

Experience (Including sector/industry):

- Minimum of 6 – 8 years of experience with development of strategy and delivery of progressive senior-level SRH program related to Bangladesh health system strengthening. - Desirable: 2 – 3 years working in experience in Rohingya context focusing on SRH components to address the diverse needs of women and girls living in Rohinya camps. - MBBS with advance training on SRH. Master’s Degree in public health or related field required, - Demonstrated experience in donor proposal development.

· Have experience in setting up and running comprehensive SRH interventions in PHCC, BEmONC facilities, UH&FWCs and UHCs

· Straetegic problem solver; Experience with situation analysis and SRH assessments

· Experience in capacity building and mentoring staff and partner NGOs

· Excellent problem solving skills, regular communication and demonstrated ability to handle pressure and improve

Competencies: Knowledge, Skills & Ability:

- Good understanding and experience of working / dealing with GoB’s health sector architecture in Bangladesh as well Rohingya health response. The position holder should have adequate knowledge on MNCH and ASRH health strategy, action plan and OPs under DGHS and DGFP.

· Sound knowledge of climate change impacts on SRH and demonstrated experience of working on SRH programme strategy and delivery in the geography highly vulnerable to climate change

· Highly developed influencing, strong communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively

· Excellent leadership, communication, and facilitation, coordination and networking skills

· Excellent database, data management and data analysis skills

· Strong commitment to IRC’s mission, purpose and values

Language Preference:

· Strong hold in written and verbal communication skills in English and Bangla
