The Position

The Sexual and Reproductive Health and Rights (SRHR) Data Specialist/Officer conducts data analysis and other research activities in the areas of maternal health, reproductive morbidities, family planning and health economics to meet the information needs of UNFPA, and to support the achievement of UNFPA’s three transformative results in the Asia-Pacific region. In particular, the SRHR Data Specialist/Officer will support the management, organization and implementation of a regional portfolio on strengthening data and accountability systems for SRHR in countries of Asia-Pacific, focusing on the improvement of data collection and analysis systems such as Health Management Information Systems (HMIS) and Maternal and Perinatal Death Surveillance and Response (MPDSR) in selected countries of the Asia-Pacific region working towards achievement of SDG goals 3.1 and 5.6.

The SRHR Data Specialist will report directly to the Regional Technical Adviser, SRHR, with links to other advisors (e.g. Family Planning Technical Adviser, Health Economics Technical Adviser), as appropriate and relevant during the course of this assignment.

Job Purpose

In a very diverse region that is home to more than 50% of the world’s population, the SRHR Data Specialist will support the collection, analysis and dissemination of sexual and reproductive health and rights (SRHR) data to promote progress on critical issues in countries across the region. This could include analysis of SRHR data from subregional clusters of countries and support to capacity building across the region. He/she will turn data into information and information into insights, to inform policy and rapid service and system responsive decisions that can improve the lives of millions of women and girls across the Asia-Pacific region.

Applying experience in data analysis and management, the SRHR Data Specialist will provide support to Technical Advisors on a regional portfolio on data and accountability systems for SRHR, including the work of implementing partners, consultants and experts as part of programme implementation. In addition, the SRHR Data Specialist is expected to establish and maintain collaborative relationships to address SRHR data issues. He/she must effectively communicate in order to influence diverse stakeholders to jointly contribute to achieving UNFPA’s mandate.

Requirements:

Qualifications and Experience

Education

Advanced university degree in public health, medicine, demography, gender, economics, health education, international relations, international development, social sciences or other related discipline.

Knowledge and Experience

• A minimum of 5 years of increasingly responsible professional experience at the international level in implementing and analyzing public health programmes and projects;

• Excellent organizational skills and experience in managing tasks within strict deadlines;

• Experience undertaking health economic analyses and modelling for sexual reproductive health programs

• Knowledge of costing and impact tools such as the Lives Saved Tool (LiST) and Impact2

• Experience using visual analytics platforms (Tableau)

• Skills on data and analytics for communication: familiarity with visualization software (e.g. Tableau) and publications design packages

• Prior experience of working in research, policy analysis, multilateral cooperation and promoting sexual and reproductive health and rights, gender equality and women’s empowerment is strongly desired;

• Good knowledge/understanding of the UN system preferable; experience working in a multilateral organization is an asset.

Languages

Fluency in English is required; knowledge of other official UN language is desirable.
