ABOUT WFP

Nicaragua is a lower-middle-income country that ranks 126th in the 2019 human development index. Located in a hot spot for natural disasters, Nicaragua ranks as the 21st country at the highest risk in the United Nations World Risk Report due to its high exposure to hazards and its limited coping capacities. On November 3, Nicaragua was impacted by Hurricane Eta, which made its landfall as category 4, generating catastrophic and life-threatening floods and landslides. Less than two weeks later, Hurricane Iota formed, hitting Nicaragua as category 5 on 16 November and bringing devastating effects countrywide. The heavy winds, flash flooding, landslides and raising rivers, left communities under water and destroyed houses, medical centres, education buildings and water and road infrastructure. Twenty-one lives were lost to Iota; and material damages add up to USD 743 million, 6.2% of the gross domestic product. According to government preliminary assessments, 3 million people were exposed to the destructive impacts of Eta and Iota and 56 out of 153 municipalities in the country were affected. This is in line with WFP’s 72-hour Emergency Food Security Assessment, which also indicates that 169,000 people need humanitarian assistance. The most affected areas were some of the poorest, including indigenous communities in RACCN. The Caribbean Coast comprises 322 indigenous communities, located alongside riverbanks, with high poverty rates, limited access to basic services and fragile infrastructure. About 40% live in poverty and many more can be easily thrown below the poverty line, being highly vulnerable to food insecurity. Their situation is dire, as they have lost their homes and livelihoods, leaving them in urgent need of food assistance and hindering their opportunities to recover in the medium and longer term.

In line with its mandate of saving lives, WFP has been on the frontline of the response, complementing Government efforts, under the leadership of the National System for Disaster Prevention, Mitigation, and Response (SINAPRED). Currently, WFP is responding to the needs generated by Hurricanes Eta and Iota through its Strategic Outcome 4, delivering a two-pronged approach, focused on both on shock responsive social protection programmes and livelihood support, as the response is now evolving into the recovery phase, with affected populations seeking assistance to resume their productive activities. The response lies at the intersection of the humanitarian-development nexus, therefore going beyond immediate food assistance and setting the basis for early recovery, so that affected populations can get back on track and transition towards self-reliance.

ORGANIZATIONAL CONTEXT

This job is based in Managua, Nicaragua. Job holder reports to the Deputy Country Director, receiving guidance and regular feedback on work performed which is essential to facilitate learning self-development and possible assumption of expanded responsibilities. Job holders at this grade level are typically “contributors” and work closely with a more experienced professional staff member. They carry out analytical work and come up with recommendations on supply chain related matters.

JOB PURPOSE

To provide analytics and contributions to the supply chain activities or/and contribute to field supply chain operations, following an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

KEY ACCOUNTABILITIES (not all-inclusive)

Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening. 2. Contribute to country context analyses and management of end-to-end operational supply chain and retail networks, in order to support addressing operational supply chain challenges and obtaining operational optimization. 3. Contribute to the implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach with core activities and services. 4. Collect and analyze data and put together reports highlighting opportunities for improvement and effective operationalization of supply chain within the area of responsibility. 5. Conduct portions of financial analysis and budget reviews, drawing out recommendations to the supervisor for maximizing use of resources and effectiveness of supply chain operations. 6. Partner at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment. 7. Conduct portions of market analysis and supply chain network mapping for the review of the supervisor, to support wider analytics on the selection of an appropriate operation modalities to improve supply chain performance. 8. Support supply chain projects or operational day-to-day activities in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, contributing to quality control, loss prevention, risk mitigation and cost effectiveness. 9. Support monitoring supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations. 10. Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations. 11. Prepare accurate and timely reports or support preparation of complex reports, dashboards and other visual materials on supply chain activities for supervisor’s review to contribute to informed decision-making and consistency of information presented to the stakeholders. 12. Guide support staff, acting as a point of referral and supporting them with analysis and queries. 13. Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis. 14. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

Service Provision:

  • Map service provision opportunities by liaising with both clients (external) and other WFP units (internal).
  • Manage the rollout (including training to clients) of the WFP service marketplace.
  • Develop and implement a proactive feedback communication channel to update all clients on the status of their service requests.
  • Generate service level agreements (SLA) with all clients, ensuring timely renewal (if/when applicable).
  • Calculate costs for the service to be provided, ensuring full-cost recovery for WFP.
  • Coordinate timely / accurate invoice generation and processing so clients can pay their obligations in a timely manner.

Capacity Strengthening:

  • Rollout the supply gain gap assessment.
  • Map capacity strengthening needs for both partners and WFP staff.
  • Implement capacity strengthening activities.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language:

  • Fluency (level C) in English language and Spanish.
