Background: The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to people affected by natural disaster, oppression, and violent conflict in more than 40 countries. The IRC is committed to bold leadership, innovation, and creative partnerships. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors.
The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE, which includes gender-based violence (GBV) prevention and response), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised awareness among communities, provided training for service providers, and established spaces for a range of psychosocial support activities and access to case management for women, adolescent girls, and children in and around Tripoli and Misrata. The IRC aims to build on that foundation with additional, targeted support to local capacities and community-based mechanisms.
Job Overview/Summary: IRC Libya is seeking a WPE Senior Officer for a project that will build on prior project achievements toward increasing access to prevention and response services and an improved protection environment for women and girls. Working in close collaboration with and under the direct supervision of the WPE Manager, the Senior WPE Officer is responsible for supporting the day-to-day management of WPE activities in Tripoli, Misrata and Tawergha and supporting the WPE Manager in capacity building efforts, provision of support to staff, and project and budget management. The Senior WPE officer will provide supervision, capacity building and technical support to the WPE Officers, Case Workers, Assistant, and Volunteers and ensure they provide quality, timely, compassionate, and confidential services to target clients. The Senior WPE Officer will give feedback regularly to the WPE Manager, identify successes, challenges and propose solutions for improvement of quality Protection services in the areas of responsibility.
Major Responsibilities:
The Senior WPE Officer is responsible for supporting the WPE Manager in the oversight of Women Protection and Empowerment Intervention which includes:
Project Management:
Develop operational safe space and outreach plans that include staffing and a schedule of psychosocial and outreach activities to be conducted across the project. In collaboration with caseworkers and community outreach workers, organize work-plans for outreach workers that address work schedules, responsibilities, and training/support activities. Monitor GBV referrals made in her/his work area and ensure all data is safe and secured through GBVIMS+ Primero. Update and maintain referral list and contacts details for relevant organizations in the work area and forward them to the WPE Manager for sharing with the GBV Working group. In collaboration with the WPE Manager, craft emergency response and contingency plans to adapt to rapid changes in the work area. Work with caseworkers to ensure that psychosocial activities and case management are planned, implemented, and monitored. Working with community outreach workers to ensure that community mobilization activities, outreach visits and other community-based activities are planned, implemented, and monitored. Working with Partner ensure quality of WPE programming. Ensuring there is a Center-based and community-based operational plans are in place that addresses operational hours, NFI/dignity kit distributions. With the technical guidance of the WPE Manager, draft capacity-building strategies through organizing and/or facilitating training among team members, GBV Actors and other key stakeholders/service providers.
Team Support and Supervision Convene weekly planning sessions with team members to debrief and plan program activities. Hold monthly individual sessions with team members to review job description, monitor job performance, and provide support as required. In collaboration with the WPE Manager facilitate or organize training that support technical skills of staff. Support the oversight and monitoring of capacity building and support plans for team members.
Documentation and reporting Ensure that attendance records and other reporting tools are implemented and provided to the Reporting and Information Assistant and MEAL Unit as required on an agreed upon schedule. Monitor data collection to ensure that staff collect data in safe and ethical ways. Review all cases files on a monthly basis and ensure that all forms are completed and filed accurately. Support WPE Manager as requested to update spending plan and budget tracker. Ensure that all staff prepare weekly and monthly data and narrative reports. Compile weekly and monthly reports to provide information on trends, challenges, and activities to the WPE Manager. Update the monitoring and quality database on a regular basis and submit it to the WPE Manager according to an agreed upon schedule. Inform Protection program monitoring and evaluation plans. Coordination and referrals Meet on a regular basis with other services providers and ensure quality, open and smooth coordination of WPE interventions. Act as main focal point for referral of non-GBV cases and protection concerns within the area of responsibility. At the direction of the WPE Manager, effectively represent the Protection program at GBV Working Groups, Protection Working Groups, and other area-based coordination meetings. Coordinate work with other GBV service providers and other humanitarian actors in their area of responsibility. KEY WORKING RELATIONSHIPS: Position Reports to: WPE Manager Position directly Supervises: Case Workers, WPE Assistant, and COVs. Key Internal Contacts: Other IRC Libya Programs/Department, e.g., Health, Child Protection, PROL, MEAL, Finance, Supply Chain and HASS.
