Org. Setting and Reporting This position is located in the Office of Human Rights, Rule of Law, Service with the United Nations Mission Support of Libya (UNSMIL). The Senior Women’s Protection Adviser reports to designated official at D1 or D2 level and/or SRSG/DSRSG, depending on the mission structure. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station).

On 28 July 2022, the Security Council by its resolution 2647 renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 October 2022, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021). The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security, and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors, including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors once conditions allow.

Responsibilities Within the limits of delegated authority, the Senior Women's Protection Adviser will be responsible for performing the following duties:

- Direct the implementation of Security Council Resolutions 1820, 1888 and 1960 on Conflict-related Sexual Violence, to include close collaboration and the Human Rights and Gender components, more specifically with Women's Protection Advisers in the two components, in order to ensure the reflection of conflict-related sexual violence perspectives in the work of all mission components. - Oversee the provision of advice and support to government and non-governmental counterparts in collaboration with relevant mission and UN counterparts, and foster close working partnerships with all UN stakeholders, including the UN Country Team. Specifically, the Senior Women's Protection Adviser will: Advise senior mission leadership, with the Human Rights and Gender components, on the integration of conflict­ related sexual violence considerations into the mission's implementation plan, guidance and operational activities, and efforts on engaging dialogue with state and non-state parties in order to seek commitments to prevent and address conflict-related sexual violence; Provide guidance on the conflict-related sexual violence agenda to UN system entities, as required; - Establish, convene and coordinate the programme and activities of the UN Working Group on Conflict-related Sexual Violence (WG) at the country level and ensure coherence of decisions made by its members, including with respect to the Protection Cluster and Gender-Based Violence (GBV) Sub-Cluster, with the Gender and Human Rights Women's Protection Advisers; Engage with the protection Cluster and GBV Sub-Cluster to ensure that decisions and actions from the WG are coordinated; Ensure members of the WG are provided with support for their analysis, reporting and programmatic responsibilities, including with respect to the monitoring and reporting arrangement under resolution 1960; - Coordinate the implementation of reporting obligations on conflict-related sexual violence; Support the implementation of a mission wide strategy for the Protection of Civilians; Incoordination with mission and UNCT components, and in collaboration with the Government, NGOs and donors, promote the development and implementation of comprehensive strategies, including advocacy and capacity-building strategies, to address sexual and gender based violence and conflict-related sexual violence that recognize and promote national ownership; - Promote greater coherence and coordination of the peacekeeping operation with UN entities in response to conflict-related sexual violence; - Provide the necessary support to the Senior Mission Focal Point on Conflict-Related Sexual Violence in order to strengthen and reinforce coordination and cooperation with donor community, inter-governmental agencies and regional organizations in response to conflict-related sexual violence; - Collaborate with the Human Rights and Gender Women's Protection Advisers to develop a work plan that addresses conflict-related sexual violence, and collectively develop procedures for the effective cooperation of the mission to integrate conflict-related sexual violence perspectives into respective responsibilities; - Ensure regular and appropriate information exchange at mission level on conflict-related sexual violence developments, and with UN headquarters and African Union focal points; Implement responsibilities in line with the Terms of Reference for Women's Protection Advisers, the UN Action against Sexual Violence in Conflict/SRSG-SVC Provisional Guidance Note, and other relevant UN and African Union guidelines and policies; - Perform other relevant duties, as required.

Education Advanced university degree (Master's degree or equivalent) in social sciences, political science, law, international relations, development studies, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten (10) years of progressively responsible experience in human rights, protection of civilians, gender, humanitarian affairs, political affairs or a related area is required.

A minimum of three (3) years of experience working in a conflict or post-conflict setting is required.

Experience in supporting or facilitating multi-stakeholder policy and/or advocacy processes at the national level is required.

Experience engaging with and advising senior host Government officials is desirable.

Experience working in, or in support of, a field operation of the United Nations Common System or a comparable international organization, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required.
