Org. Setting and Reporting In Security Council resolutions 1888 (2009) and 2467 (2019) the Security Council requested inter alia the timely deployment of women’s protection advisers (WPAs) in all relevant situations of concern, including to relevant UN peace operations, special political missions, and country presences. Security Council resolution 2467 is one in a series of resolutions adopted since 2008, which recognized conflict-related sexual violence as a threat to security and an impediment to the restoration of peace. Furthermore, in resolution 2645 (2022), the Security Council decided to include dedicated capacity to address sexual and gender-based violence within BINUH’s Human Rights unit. WPAs advise UN senior leadership on the implementation of the operational provisions of these resolutions, including by ensuring the establishment and functioning of the Monitoring, Analysis and Reporting Arrangements on conflict-related sexual violence (MARA).

This position is located in the Human Rights component of the United Nations Integrated Office in Haiti (BINUH). The incumbent will directly report to the Human Rights Principal under the overall guidance of the Head of Mission as per consolidation of protection functions recommendations.

Responsibilities Under the direct supervision of the Human Rights Principal, the Senior Women’s Protection Adviser will be responsible for supporting the implementation of Security Council resolutions 1820 (2008), 1888 (2009), 1960 (2010), 2106 (2013), 2242 (2015), 2331 (2016) and 2467 (2019) on conflict-related sexual violence, including through a survivor-centered approach, and ensuring the reflection of conflict-related sexual violence perspectives in the work of all mission components. The Senior Women’s Protection Adviser will also oversee the provision of advice and support to government and non-governmental counterparts in collaboration with relevant mission and UN counterparts, and foster close working partnerships with all UN stakeholders, including the UN Country Team. In this regard, the Senior Women’s Protection Adviser will:

  • Advise Senior Mission leadership on the integration of conflict-related sexual violence considerations into the mission’s implementation plan, guidance and operational activities, and efforts on engaging dialogue with state and non-state parties in order to seek commitments to prevent and address conflict-related sexual violence; Provide guidance on the conflict-related sexual violence agenda to UN system entities, as required.

  • Establish, coordinate and lead the implementation of Monitoring, Analysis and Reporting Arrangements on conflict-related sexual violence created under Security Council resolution 1960 (2010), in compliance with UN methodology, guidance and tools, in observance of international human rights and humanitarian law, in order to ensure the systematic gathering of timely, accurate, reliable and objective information on trends and patterns of conflict-related sexual violence.

  • Establish, convene and coordinate the programme and activities of the UN Working Group on Conflict-related Sexual Violence (WG) at the country level and ensure coherence of decisions made by its members, including with respect to the Protection Cluster and Gender-Based Violence (GBV) Sub-Cluster, and other relevant monitoring and reporting mechanisms; Engage with the protection Cluster and GBV Sub-Cluster to ensure that decisions and actions from the WG are coordinated; Ensure members of the WG are provided with support for their analysis, reporting and programmatic responsibilities, including with respect to the establishment and operationalization of monitoring, analysis and reporting arrangements.

  • Coordinate the implementation of reporting obligations on conflict-related sexual violence.

  • In coordination with mission and UNCT components, and in collaboration with the Government, NGOs and donors, promote the development and implementation of comprehensive strategies, including advocacy and capacity-building strategies, to address sexual and gender-based violence and conflict-related sexual violence that recognize and promote national ownership.

  • Promote regular and appropriate information exchange and greater coherence and coordination of the UN system-wide response in support of national authorities, in delivering survivor-centered approaches to preventing and addressing conflict-related sexual violence.

  • Provide the necessary support to the Senior Mission leadership in order to strengthen and reinforce coordination and cooperation with the donor community, inter-governmental agencies and regional organizations, as appropriate, in response to conflict-related sexual violence.

  • Develop a workplan that mainstreams conflict-related sexual violence in all relevant mission components / sections, and collectively develop procedures for the effective cooperation of the mission to integrate conflict-related sexual violence perspectives into respective responsibilities.

  • Ensure regular and appropriate information exchange on conflict-related sexual violence developments, including with the Office of the SRSG on Sexual Violence in Conflict and with other relevant United Nations headquarters focal points.

  • Perform other relevant duties, as required.

Education Advanced university degree (Master's degree or equivalent) in social sciences, political science, law, international relations, development studies, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in human rights, protection of civilians, gender, humanitarian affairs, political affairs or a related area is required

A combination of experience in two or more of these areas: Protection of civilians, gender and humanitarian affairs is desirable.

A minimum of three years of experience working in a conflict or post-conflict setting is required.

Experience supporting or facilitating multi-stakeholder policy and/or advocacy processes at the national level is required.

Experience engaging with and advising senior host Government officials is desirable.

Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
