  • Master’s degree in business administration, international development, grants management, public health or related field.
  • Minimum of 10 years of relevant work experience in managing grants, preferably in an international organization or public health context, if candidate holds a Bachelor's Degree.
  • 3 years of experience at expert level in managing grants.
  • Experience working with donors, multilateral banks, and partners.
  • Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory; fluency in another AU language is an added advantage.

Salary

The salary for this job should be between 107,345 USD and 140,560 USD.

Purpose of Job

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its headquarter is located in Addis Ababa, Ethiopia.

The Africa Centres for Disease Control and Prevention (Africa CDC) is a specialized technical institution of the African Union that supports Member States in their efforts to strengthen their health systems. Africa CDC was officially launched in January 2017, and is guided by the principles of leadership, credibility, and ownership, and delegated authority, timely dissemination of information, transparency, accountability, and value addition. The institution works with all African countries to strengthen the capabilities of their public health institutions for disease surveillance, emergency response, prevention and control, including the capacity to detect and respond quickly and effectively to disease threats. It also serves as a platform for Member States to share and exchange knowledge and lessons from public health interventions.

Effective public health interventions/actions require an adequately staffed, highly skilled, diverse and interdisciplinary workforce. Given the diminishing ratio of the African Public health workforce to the dual burden of disease on the continent, there is need to strengthen and build capacity of public health workforce in the continent to meet the current responsibilities.

To effectively manage the Partnerships that Afirca CDC has that support the institution in achieving its mandate, Africa CDC is looking to recruit a qualified Senior Technical Officer (STO) for Grants Management. Thr STO will play a critical role in ensuring compliance with funding partners’ requirements and Africa CDC policies. S/he They will be responsible for developing proposals for funding, monitoring grant activities, and assisting in grant closure. The STO will report directly to the Head of Division for Partnerships and Grants Management.

Main Functions

1. Grant Proposal Development:

  • Collaborate with program teams to develop high-quality grant proposals.
  • Ensure alignment with donor guidelines and requirements.
  • Prepare budgets and budget narratives for grant proposals.

2**. Grant Monitoring and Reporting:**

  • Monitor grant implementation, ensuring adherence to project timelines and deliverables.
  • Prepare regular progress reports for donors and internal stakeholders.
  • Address any issues related to grant performance promptly.

3. Subgrant Management:

  • Oversee subgrant agreements, including monitoring subgrantee performance.
  • Ensure timely disbursement of funds to subgrantees.
  • Facilitate capacity-building activities for subgrantees.

4. Budget Management:

  • Work closely with finance and program teams to manage grant budgets.
  • Monitor expenditures and ensure compliance with budgetary guidelines.
  • Provide financial oversight for grant-related activities.

5. Compliance and Documentation:

  • Maintain accurate records of grant-related documents.
  • Ensure compliance with donor regulations and reporting standards.
  • Assist in grant audits and evaluations.

6. Stakeholder Engagement:

  • Collaborate with external partners, donors, and other stakeholders.
  • Represent Africa CDC in grant-related meetings and forums.

7. Grant Closure:

  • Facilitate the smooth closure of grants, including final reporting and financial reconciliation.
  • Document lessons learned and best practices for future grant management.

Specific Responsibilities

1. Grant Proposal Development:

  • Conduct research to identify funding opportunities that match organizational priorities.
  • Facilitate brainstorming sessions with program teams to develop project concepts and strategies.
  • Draft proposal narratives, ensuring clarity, coherence, and alignment with donor priorities.
  • Develop detailed budgets and budget narratives that accurately reflect project costs and align with donor guidelines.

2. Grant Monitoring and Reporting:

  • Develop monitoring and evaluation frameworks to track project progress and outcomes.
  • Collect and analyze data to measure project performance against key indicators.
  • Prepare timely progress reports for donors, highlighting achievements, challenges, and lessons learned.
  • Coordinate with program teams to address any deviations from project plans and propose corrective actions.

3. Subgrant Management:

  • Develop subgrant agreements in accordance with donor requirements and organizational policies.
  • Conduct pre-award assessments of potential subgrantees to ensure capacity and alignment with project goals.
  • Monitor subgrantee activities, providing technical assistance and guidance as needed.
  • Review subgrantee financial reports and ensure compliance with grant terms and conditions.

4. Budget Management:

  • Collaborate with finance and program teams to develop annual grant budgets and spending plans.
  • Track expenditures against budget allocations and identify variances for corrective action.
  • Provide budget guidance and support to program staff, ensuring accurate financial reporting.
  • Participate in budget review meetings to assess financial performance and forecast future funding need.

5. Compliance and Documentation:

  • Establish a centralized system for managing grant-related documents, including agreements, reports, and correspondence.
  • Conduct regular audits of grant files to ensure completeness and accuracy.
  • Monitor compliance with donor regulations and reporting deadlines, proactively addressing any issues.
  • Prepare documentation for grant audits and evaluations, ensuring timely submission of required materials.

6. Stakeholder Engagement:

  • Cultivate relationships with external partners, donors, and stakeholders through regular communication and networking activities.
  • Represent Africa CDC at relevant meetings, conferences, and workshops to promote awareness of grant-funded initiatives.
  • Facilitate collaborative partnerships with other organizations to leverage resources and expertise for project implementation.

7. Grant Closure:

  • Develop a comprehensive grant closure plan outlining tasks, timelines, and responsibilities.
  • Coordinate with program and finance teams to finalize financial reports and ensure accurate expenditure tracking.
  • Conduct a final review of project activities and outcomes, documenting lessons learned and best practices.
  • Prepare and submit final reports to donors, summarizing project achievements and impact.

Academic Requirements and Relevant Experience

  • Master’s degree business administration, international development, grants management, public health or related field with 7 years of relevant work experience in managing grants preferably in an international organization or public health context and 3 years of experience at expert level.
  • Applicants with Bachelors Degree Master’s degree business administration, international development, grants management, public health or related field will be considered provided they have a minimum of 10 years of relevant work experience in managing grants preferably in an international organization or public health context and 3 years of experience at expert level.
  • Experience working with donors, multilateral banks, and partners. Excellent communication and negotiation skills.

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 96,921.34 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 78,461.08 inclusive of all allowances for locally recruited staff of the African Union Commission.
