Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PRoL) and Education. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox’s bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar and other parts of Bangladesh.

Purpose

The role of the Senior Technical Manager – GBVIMS is to provide guidelines, coaching and technical support to sites where the GBVIMS/GBVIMS+ has already been introduced or is newly rolled out, and to maintain the integrity of the system. In addition, the role will support the WPE Coordinator in advocating for the GBV sub cluster to enhance guidelines and SOPs in regards to GBVIMS data management in ways that respect women and girls and promote safety and confidentiality.

Major Responsibilities

Designing, Planning & Implementation of Strategies for Data Collection & Storage, Analysis & Sharing

· Adhere to and dedicatedly promote the women, girl and survivor-centered support approach, and the GBV guiding principles.

· Manage the Gender Based Violence Information Management System (GBVIMS) by ensuring accurate data entry into the incident recorder, clean up, storage and system maintenance including troubleshooting.

· Where required, acts as a system administrator for GBVIMS+/Primero rollouts

· Facilitates on-site training of staff on GBVIMS/GBVIMS+ tools and processes based on training materials endorsed by the Steering Committee

· Strengthen and maintain networks with other Protection partners by attending GBV and GBVIMS working group meetings to help analyze GBV trends, findings, and standard methodologies.

· Assist in the.

· Identify and respond to case management needs and technical issues as identified during the provision of GBVIMS-related technical support.

· Initiate and identify opportunities for violence against women prevention collective activism and strategic initiatives including working groups, reviews of policy and program documents, planning and implementing advocacy activities.

· Plan and facilitate advocacy events and feminist processes.

· Work closely with IRC’s global advocacy team and communication team in full cycle of publication development (writing, reviews, revision, design supervision, dissemination, and uptake) of policy briefs, think pieces, journal articles and advocacy pieces on critical violence against women prevention issues.

· Contribute in proposal development activities (narrative and budget) through planning and program design with Technical Coordinator and relevant field-based staff and ensure that programs are designed and delivered based on needs, good practices, available evidence, and context specificities through support of WPE Technical Coordinator. Participate in strategic reviews and planning processes at organizational; departmental and team levels.

· Supports the facilitation of inter-agency discussions on the information sharing protocol development and renewal and related discussions.

Report Writing & Documentation

· Generate quarterly and annually donor specific GBV trend analysis report

· Lead on GBV data visualization in a confidential manner.

· Lead on conducting assessments, safety audits etc.

· Creates monthly reports on WPE programmatic updates and suggestions for program improvement based on referral data and feedback mechanisms.

Communication:

· Act as primary point of contact for all GBVIMS/GBVIMS+ -related issues.

· Fulfils requests for technical support and conduct necessary communication with the global technical team and GBVIMS Task Team chair.

· Ensure all IRC staffs are in line with data management standards in regards to survivors of GBV.

· Takes responsibility for documenting key decisions at country-level and updating the WPE coordinator, and as needed the inter-agency GBVIMS Coordinator and VPRU Information Management and Technology Advisor.

· Close collaboration with MEAL and Grants team on indicator wise reporting and analysis,

· Circulates documents and shares resources with IRC GBVIMS users.

Care and Maintenance:

· Ensures data quality by supporting caseworkers, supervisors and managers (or person acting in this function) to maintain their Incident Recorders (IR) and Data Compilation Tools or GBVIMS+.

· Provides support in reviewing and adjusting the Information Sharing Protocol as needed.

· Supports WPE Coordinator in expanding WPE GBVIMS team if needed.

· Supports the maintenance of staff skills and dedicatedly provides on and off-site trainings and coaching.

· Provides technical support on data analysis (ex. through data validation, written feedback on analytical reports, webinars, on-site analysis workshops), encouraging a strong and participatory process.

Coordination with other IMS and Mechanisms:

· Assists in facilitating discussions among relevant actors on how to coordinate and/or harmonise GBVIMS with existing information management systems, such as RAIS/PRoGres, CPIMS/CPIMS+ and MRMIMS, if needed and in consultation with the VPRU information management and technology advisor.

· With the WPE Coordinator and WPE Senior Manager, leads on discussions on data management between health and WPE in facilities where both sectors are present.

Other Tasks:

· Takes initiative to document and disseminate good practices and lessons learned in the context of the in-country GBIVMS rollout and maintenance

· Keeps document, resources, tracking updated.

· Expand or write SOPs as needed.

· Remains available for any additional tasks required by WPE in terms of data management and the GBVIMS actors at IRC in country.

· Assist in the planning and implementation of training activities for GBVIMS+.

· Assist in compiling and submitting monthly SBV to the Senior GBVIMS+ manager for sharing with the coordinator.

Qualifications

Requirements

· At least 7 years of mid-level program management experience, preferably including at least 3 years implementing a GBV program in a humanitarian context.

· Experience of GBVIMS preferred.

· Deep understanding of the GBV guiding principles and what it means to provide a survivor-centered response .

· Understanding of the steps case management and the intersections with information management. Experience supporting staff in GBV case management.

· Experience providing case management training a plus.

· Experience developing and facilitating workshops.

· Demonstrated organizational skills: the ability to work independently and productively, with multiple stakeholders in a fast-paced environment.

· Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.

· Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing on sensitive data between humanitarian agencies.

· Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment .

- Understanding of GBVIMS+ and or GBVIMS primero. - Demonstrated capacity to analyze data/statistics for humanitarian operations. - Experience in writing technical reports and papers and clear understanding of research methods. - Excellent Computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart and data analysis. - Clear understanding of data science and statistical methodologies. Clear understanding of research methods and epidemiological / demography / statistical principles. - Proven skills in statistical and data analytical techniques, including multivariate regression, using a range of data sources. Excellent knowledge and experience of statistical applications such as STATA, SPSS. - Solid understanding of browser-based applications, interfaces, workflows, role-based access. - Strong communication skills in verbal and written English.

Specific Educational Qualification

· Masters in Gender, anthropology, social work, political science, statistics, human rights and international law or other related degree, or equivalent programming experience.
