OBJECTIVES OF THE PROGRAMME

The Gender, Equity and Human Rights (GER) unit in DGO/HQ is responsible for mainstreaming gender, equity and human rights related to health to advance WHO's mission to serve the vulnerable and Leave No One Behind by progressively incorporating and monitoring the integration of gender, equity and human rightsacross the three levels of the organization, in collaboration with HQ technical departments, Regional Office and Country Office GER focal points. The GER team catalyzes, supports and coordinates this institutional mainstreaming at the three levels of WHO through development of trainings,technical products, tools and normative standard-setting guidelines, as well as engaging with UN interagency initiatives to advance human rights/LNOB/health equity and gender considerations in normative guidance and tools across the UN development and humanitarian pillars to drive impact at the country level.

DESCRIPTION OF DUTIES

In ongoing collaboration with gender, equity, and mainstreaming technical experts in the GER team (GER/DGO/HQ), the GER Global Network and regular interaction with relevant human rights and gender technical focal points in HQ divisions, most notably WHE, SRH,HSS, UHL and country offices, the Senior Human Rights Technical Lead will:Lead and oversee research and normative/technical product development, tools and trainings on the right to health and underlying determinants of health to implement the WHO 13th Global Programme of Work (GPW13), in particular the mission of WHO to serve the vulnerable and its commitment to Leave No One Behind by progressively incorporating and monitoring gender, equity and human rights (GER) in the work of WHO. When requested, provide technical advice to Member States and UN agencies on the implementation of rights-based approaches to the achievement of health for all, including intersectoral and cross-UN entity work to address structural barriers to health access, utilization and disparities in health outcomes, consistent with WHO'sHealth in All Policies (‘whole of society, whole of government) approach in its work on SDG 3 and beyond.Guide countries, as well as WHO Regional and Country Offices, on the analysis of policies as well as the development of appropriate laws, policies, technical products and guidelines to support advancing the right to health for all, including rights relating to the underlying determinants of health and legal determinants of health. Guide countries, as well as WHO Regional and Country Offices, on the analysis ofpolicies as well as the development of appropriate laws, policies and guidelines in support of the right to health for all and the Human Rights-Based Approach to Development and associated human rights principles and approaches.Lead qualitative policy development, advice and guidance on integration of human rights in policies and programmes for achieving the right to health in humanitarian settings/health emergencies, including COVID-19, including consideration of related impacts on social, economic, civil and political rights;Build and strengthen partnerships to ensure maximum synergy and effectiveness of activities in the area of the right to health in humanitarian contexts,including the intersection of humanitarian, refugee and human rights law in vulnerable and conflict-affected settings. Coordinate WHO engagement with UN interagency human rights and humanitarian mechanisms, including the Executive Office of the Secretary General (EOSG) Interagency Working Groups on, inter alia, UN Task Team on development and implementation of an LGBTQI Strategy and Accountability Framework, Interagency Working Group on the Call to Action for Human Rights (C2A IAWG), Inter-Agency Working Group (including OCHA and UNHRC focal points), Interagency Working Group on LNOB/Human Rights/Gender Equality in Sustainable Development and other interagency mechanisms to address health and human rights/LNOB/Gender Equality considerations in UNDS mechanisms to ensure their integration in UNCT support to Member States in progress on SDGs, in particular SDG3 targets and Triple Billion Goal.Lead WHO engagement in the monitoring, reporting and standard settings processes of Treaty Monitoring Bodies, the Human Rights Council and its Special Procedures mandate-holders and Universal Periodic Review mechanism relevant to advancing the right to health of all.Liaise with Member States and UN partners in support of the effective implementation and monitoring of international human rights treaties and codes of conduct relevant to the right to health and underlying determinants of health, and their integration into national legislation, policies and programmes.Contribute to and coordinate (as required) human rights technical inputs, in collaboration with other technical experts in equity and gender, to assess tools and technical products developed to increase knowledge, skills and application of gender, equity and human rights considerations across technical/programmatic areas of WHO.Perfor mall other related duties as assigned by the GER Team Lead.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in law, with a focus on international human rights law and/or global health or closely related field relevant to the functions of position. Desirable: Academic qualifications or certification in human rights, humanitarianand/or refugee law, public health, international development.

Experience

Essential: At least 10 years'experience in law and human rights related to health, including with demonstrated experience at the international level, including in low and middle-income countries. Demonstrated experiencein the application of legal and rights-based approaches. Experience in global consensus development processes related to public health and human rights issues.. Experience in human rights legal analysis of health-related laws, policies and programmes,including on issues related to normative guidance on the right to health. Desirable: Experience in the UN system and knowledge of UN system processes

Effective skills in coordination and network building are needed to maintain excellent relations with diverse team members within WHO and focal points in other UN entities, delivering across a range of mandates on key strategies and objectives.Thorough understanding of international human rights law and development issues with exceptional written, oral and presentation skills. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5395 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
