OBJECTIVES OF THE PROGRAMME

The Gender, Equity and Human Rights (GER)unit in DGO/HQ is responsible for mainstreaming gender, equity and human rights related to health to advance WHO's mission to serve the vulnerable and Leave No One Behind by progressively incorporating and monitoring the integration of gender, equity and human rights across the three levels of the organization, in collaboration with HQ technical departments, Regional Office and Country Office GER focal points. The GER team catalyzes, supports and coordinates this institutional mainstreaming at the three levels of WHO through development of trainings, technical products, tools and normative standard-setting guidelines,as well as engaging with UN interagency initiatives to advance human rights/LNOB/health equity and gender considerations in normative guidance and tools across the UN development and humanitarian pillars to drive impact at the country level.

DESCRIPTION OF DUTIES

In ongoing collaboration with equity and human rights technical experts in the GER team (GER/DGO/HQ), the GER Global Network and regular interaction with relevant gender and human rights technical focal points in HQ divisions, most notably HWF, WHE, SRH, HSS, UHL and country offices, the Senior Gender Technical Lead will:

(1) Lead and oversee research and normative/technical product development, tools and training on gender equalityand mainstreaming for implementation of the WHO 13th GlobalProgramme of Work (GPW13), in particular the mission of WHO to serve the vulnerable and its commitment to Leave No One Behind by progressively incorporating and monitoring gender, equity and human rights (GER) in the work of WHO.

(2) Contribute to the a consultative process around the gender dimension of the new Policy, Strategy and Road Map for the Gender, Equity and Human Rights (GER) unit.

(3) Provide technical advice to Member States and UN agencies on the implementation of approaches that promote gender equality and mainstreaming in public health.

(4) Guide countries, as well as WHO Regional and Country Offices, on the use of gender analysis of policies as well as the development of appropriate laws, policies and guidelines in support of gender equality and mainstreaming.

(5) Lead qualitative policy development, advice and guidance on integration of gender equality principles and practicesin policies and programmes for achieving equal access to health towards Health for All, including in health emergencies,humanitarian and other fragile settings.

(6) Liaise with Member States and UN partners in support of the effective implementation and monitoring of international treaties relevant to gender equality and their integration intonational legislation, policies and programmes.

(7) Coordinate, produce and disseminate inputs on best practices in gender mainstreaming, with a focus onensuring intersectionality and reducing gender inequality.

(8) Align gender equalityand mainstreaming with other relevant UN agencies (e.g. UN Women, ILO).

(9) Lead the capacity building of WHO staff to systematically incorporate gender in departmental and programme development at all levels of the Organization.

(10) Strengthening the capacity of WHO staff to devise and implement information systems to monitor progress and pitfalls in the incorporation of gender (and intersectionality), together with equity and human rights in their area of work.

(11) Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • An advanced level university degree in gender studies, social sciences, development studies, public health, or a related field relevant to the functions of the position.

Desirable:

Experience

Essential:

  • At least 10 years'experience working on gender and health, with demonstrated experience at the international level, including in low and middle-income countries.
  • Demonstrated experience in intersectionality and developing gender strategy and policy.
  • Demonstrated experience at the international level.

Desirable:

  • Experience in the UN system and knowledge of UN system processes
  • Track record of publication in peer-review journals

Skills

This position requires solid skills in the areas of health and gender mainstreaming. Effective skills in coordination and network building are needed to maintain excellent relations with diverse team members within WHO and focal points in other UN entities, delivering across a range of mandates on key strategies and objectives.Thorough understanding of gender policies and development issues with exceptional written, oral and presentation skills. Demonstrated knowledge and skills in intersectionality.Knowledge of a vast array of global policies on gender equality; as well as emerging issues that affect gender equality and the empowerment of women. Knowledge of processes and strategies of high-level agencies mandated to advance gender equality such as CEDAW and CSW; other global intergovernmental structures dedicated to the promotion of gender equality and the empowerment of women;. Strong interpersonal skills; Excellent presentation and writing skills; Strong research and analytical skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5810 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
