  • MPH/Masters in International Health/Global Health or related qualification in health.

  • Demonstrated experience using data for decision making, including interpretation and analysis of technical data elements.
  • Demonstrated experience in delivering HSS programmes focusing on improving quality of RMNCAH services.
  • Demonstrated evidence of working with the government health structures including District Health management teams and the primary health care.
  • Minimum of 8 years in similar technical or operational role supporting FCDO and international donor projects in similar development contexts and at least five years in a technical position.
  • Good written and verbal skills in English including ability to feedback with high level diplomacy and tact.
  • Experience working in Sierra Leone preferred.

Job Description

The International Rescue Committee (IRC) is among the world’s leading humanitarian relief and development organizations. IRC staff go to the toughest places, implement both immediate response and long-lasting programs, and conduct the type of applied research and advocacy the aid community needs to continually push itself to find better solutions for people. In all its country programs and in the US, IRC partners with local governments and others to achieve outcomes related to people’s health, education, safety, power and economic well-being.

Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services. The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, and Women’s Protection and Empowerment programming.

The IRC - along with its consortium partners – is planning to bid for the upcoming FCDO-funded Health Systems Strengthening in Sierra Leone (HSS-SL) project. The IRC is the incumbent lead of the NGO “Unite” consortium for the FCDO Saving Lives in Sierra Leone (SLiSL) phase II programme (2018-2022), which is the predecessor of HSS-SL. The HSS-SL project will support the Government of Sierra Leone to improve the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health (RMNCAH) services through a comprehensive systems strengthening approach at district level and national level.

Scope of Work

The IRC is recruiting for a Senior Technical Coordinator for HSS-SL. The Senior Technical Coordinator has overall responsibility for the quality assurance and implementation functions for the project. The post holder provides the leadership and management necessary to ensure the project has the appropriate technical infrastructure and systems in place to support the smooth project implementation. S/he will contribute to the development of the Project’s strategic and operational plans and be accountable for ensuring and monitoring delivery against implementation plans and in line with relevant national policies and protocols.

Areas of Responsibility:

• Responsible for supporting the overall planning, implementation, administration, and financial management of the project, as well as the achievement of all impact goals and objectives.

• Lead the development and implementation of the technical quality programme’s framework in coordination with partners and advisors to drive towards the programme’s objectives

• Conduct regular meetings with Implementing Partner technical staff to assure standardization of technical delivery approaches on timely manner

• Represent the project and organization at regional, national, and international forums, including technical conferences and policy briefings, and share information about project achievements and lessons learned within the organization and wider development community.

• Oversee the development, review, and monitoring of yearly work plans and project strategy documents to ensure long- and short-term priorities are on track.

• Build capacity of the team in the different selected program methodologies, and provide technical support and ongoing coaching to ensure high-quality program implementation.

• Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications;

• Represent the consortia in donor, MoHS technical meetings

• Perform other duties and responsibilities as required.
