Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. The FAO Representation in Bangladesh is organized around three main units: Programme, Operations and Administration and has a sub- office in Cox Bazar. The current portfolio of projects includes activities related to Agriculture, Livestock, Fisheries, Natural Resource Management.

Reporting Lines

The Senior Technical Advisor will head the Cox Bazar sub-office and will be under the overall supervision of the FAO Representative in Bangladesh and will particularly undertake the following tasks :

Technical Focus

The incumbent will contribute to the country's programme and portfolio as foreseen in the country programme framework and the joint response plan specifically for the Cox Bazar area.

Tasks and responsibilities

• Lead and manage FAO’s work in Cox Bazar on emergency and rehabilitation as part of the resilience work in the country including: preparedness, needs assessment, response and resilience programming and implementation, in liaison and collaboration with the food security and other sectors; • Represent FAO in interagency coordination meetings and programming exercises undertaken by the humanitarian and early recovery community; • Promote, develop and implement Cox-Bazar-level resilience policies, strategies and programmes in close collaboration with government partners, UN Agencies, Regional Organizations, NGOs and donors; • Coordinate the formulation of project profiles, fully-fledged project documents and ad hoc reports related to FAO's resilience strategy and programme; • Lead the identification of strategic priorities for FAO's resilience agenda, with specific attention to emergency contexts requiring dedicated efforts in terms of preparedness for and effective management of responses to disasters and crises; • Lead the development and promotion of the Cox Bazar resource mobilization strategy and its implementation, including through strong donor liaison at both at District and Country level in close collaboration with the FAOR, as well as ensure timely reporting on projects to resource partners; • Promote lessons-learning through the documentation and analysis of information and experience in programmes aimed at enhancing resilience, and facilitates the compilation of SP5-related good practices for FAO and interested partners; • Lead and monitor activities related to letters of agreement, procurement, personnel contracts, official correspondence, travel authorizations and security clearances when required including the implementation of field security and safety policies for • Identify policy implications and monitors relevant policy environment issues for the implementation of the FAO programme and its underlying resilience strategy; • Lead and contribute to the development and delivery of effective advocacy and partnership strategies, as well as the dissemination of information, in the framework of the knowledge management activities of the Organization; • Organize the preparation of briefs and comprehensive reports on FAO priorities and programmes in the country, and ensure the timely dissemination of information to key stakeholders, including the Government, donor community, United Nations agencies and NGOs. • Perform any other related tasks as assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Master’s degree in agriculture, including agriculture economics, rural development and related fields. • At least 12 years of work experience in the fields of agriculture and/or agriculture and rural development with a specific focus on technical assistance, farmers training and capacity building of national counterparts. • Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian). For PSA, working knowledge of English is required.

• Strong analytical skills: ability to summarize and present complex information in effective manner. • Skills in networking, negotiation, persuasion and advocacy for mainstreaming new concepts and approaches. • Excellent communication skills including, extent and relevance of experience in programme/project formulation, analysis, planning and implementation. • Relevant work experience in Bangladesh and Asia is an asset. • Relevance and extent of knowledge and experience in working with UN Coordination, Civil Society Organization, national governmental, multi-cultural and multi-disciplinary teams.
