Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

Women’s economic empowerment is central to realizing women’s rights and gender equality. Women’s economic empowerment includes women’s ability to participate equally in existing markets; their access to and control over productive resources, access to decent work, control over their own time, lives, and bodies; and increased voice, agency, and meaningful participation in economic decision-making at all levels from the household to international institutions.

Empowering women in the economy and closing gender gaps in the world of work is key to achieving the 2030 Agenda for Sustainable Development and achieving the Sustainable Development Goals, particularly Goal 5, to achieve gender equality, and Goal 8, to promote full and productive employment and decent work for all; also Goal 1 on ending poverty, Goal 2 on food security, Goal 3 on ensuring health and Goal 10 on reducing inequalities.

To achieve the objectives of the Sustainable Development Strategy of Egypt, and SDGs targets by 2030, and secure a sustainable and inclusive society and economy, Egypt is resolved to invest in several key sectors, including some SDG accelerators identified as part of UN-supported SDGs MAPS engagement (2018-2019). The need to secure for these multi-year investments, financing that is adapted, predictable and resilient over the next decade is critical. At the same time, new financing flows can and must be harnessed into these investments, and solid measurements are needed to track that investments are well-timed and remained balanced between the chosen commitments.

As such, UN Women in partnership with UNDP, UNICEF, ILO, and UNCTAD will implement a two-year joint programme on Integrated SDGs Financing, funded through the UN SDG Fund. UN Women’s interventions focus on the following results:

  • Budgetary and fiscal decisions related to SDGs are more effective and efficient;
  • Fiscal decisions on gender equality are understood;
  • Young girls are capacitated and consulted when it comes to the allocation of budget;
  • A common understanding about the cost of achieving the SDGs and the impact of narrowing the gender gap in selected sectors is promoted.

Duties and Responsibilities

Objective of the Assignment:

Reporting to the Deputy Country Representative with technical support from the Programme Specialist, UN Women Egypt country office is recruiting a Senior Technical Advisor on Gender Responsive Budgeting to contribute to the effective implementation of the UN Women component under the “UN Joint SDG Fund to support Egypt Integrated SDGs Financing.”

The Senior Technical Advisor will work closely with the Ministry of Finance and National Council for Women to provide technical direction, support research, and capacity building interventions, as well as provide on-demand technical advice on the implementation of gender-responsive program-based budgeting.

In specific, the consultant will be expected to perform the following tasks:

  • Provide technical advice on-demand to the Ministry of Finance, NCW, and other stakeholders to develop the framework for implementation of gender-responsive program-based budgets (GRPBB) and to develop needed tools and methodologies to support the implementation of GRPBB. This includes providing technical advice, upon request, to the Ministry of Finance task force on GRB.
  • Provide strong technical direction to the Ministry of Finance, NCW, and relevant line ministries to conduct a gender analysis of government expenditures covering 1 fiscal year in 1-2 sectors (ex: care economy, infrastructure). This includes developing a technical vision, developing technical reports, and managing the technical quality of deliverables.
  • Provide strong technical direction to the Ministry of Finance, NCW, and relevant line ministries to conduct a gender impact evaluation of the law, policy, or program in 1-2 sectors (ex: care economy, infrastructure). This includes developing a technical vision, developing technical reports, and managing the technical quality of deliverables.
  • Support the design and implementation of capacity-building interventions on GRPBB to the staff of the Ministry of Finance, NCW, and other national institutions.
  • Provide technical support to the process of developing/updating the training content on GRB/GRPBB, in collaboration with the Ministry of Finance and NCW, as well as the selected subject matter experts, based on training needs assessment.
  • Provide technical advice on-demand to the Ministry of Finance to develop/update technical content on gender-responsive budget literacy.
  • Provide strong technical direction to the Ministry of Finance, NCW, and relevant line ministries to conduct a gender analysis of the budget circular and develop gender-responsive budget templates for line ministries.
  • Provide on-demand technical advice to the Ministry of Finance to issue a Gender Responsive Budget Statement.
  • Any other tasks deemed necessary for promoting the implementation of GRB.

Experience:

  • At least 15 years of progressively responsible work experience at the national or international level, including 10 years of technical experience in public financial management, budgeting including gender-responsive budgeting, expenditure analysis, and similar fields;
  • Proven knowledge of international GRB practices and instruments;
  • Proven professional experience in capacity building of national institutions on public financial management, budgeting including gender-responsive budgeting, expenditure analysis, and similar fields;
  • Experience in coordination and liaising with government agencies;
  • Experience managing multistakeholder teams;
  • Experience working with the UN System is an asset.

Language Requirements:

  • Fluency (written and verbal) in Arabic and English is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical Weight Criteria: 70% (70 points)

  • Criteria 1: PhD Degree in Economics, Business Administration, Public Policy, Social Sciences, international development, or a related field. (20 points)
  • Criteria 2: At least 15 years of progressively responsible work experience at the national or international level, including 10 years of technical experience in public financial management, budgeting including gender-responsive budgeting, expenditure analysis, and similar fields. (20 points)
  • Criteria 3: Proven knowledge of international GRB practices and instruments. (10 points)
  • Criteria 4: Proven professional experience in capacity building of national institutions on public financial management, budgeting including gender-responsive budgeting, expenditure analysis, and similar fields. (10 points)
  • Criteria 5: Experience in coordination and liaising with government agencies. (5 points)

Financial Weight Criteria: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
