FHI 360 seeks a qualified candidate for the position of Senior Technical Advisor (STA), Capacity Strengthening for an upcoming USAID-funded global project. The project seeks to provide services to USAID health programs in support of the Agency’s goals around localization, direct funding for local organizations, and USAID activities employing best practices in locally led development. Program activities will focus on supporting USAID’s engagement with local partners; support capacity strengthening of USAID funded local health partners through technical assistance to individual organizations or government entities; and support knowledge exchange amongst local partners through global activities. The Senior Technical Advisor, Capacity Strengthening will lead the design and delivery of capacity strengthening activities and ensure quality of capacity strengthening support delivered.

Job Summary:

The STA, Capacity Strengthening will be responsible for leading the design and delivery of capacity strengthening support across the consortium and ensuring alignment with capacity strengthening best practices. The position will oversee a broad spectrum of activities including design and implementation of quality capacity strengthening interventions; oversight and integration of feedback from feedback mechanisms into programming; coordination with consortium partners on delivery and monitoring of capacity strengthening support; and other activities as assigned. The STA will:

  • Provide senior technical expertise and guidance to assessment adaptation, design of capacity strengthening interventions, and monitoring of capacity strengthening outcomes;
  • In partnership with the consortium, facilitate alignment of capacity strengthening interventions with global best practices and locally led development principles;
  • Liaise and coordinate with program partners providing capacity development support to ensure interventions meet the needs of partners and USAID Missions;
  • Serve as FHI 360’s senior lead on the program and represent the program within consortium discussions;
  • Oversee and provide expertise to country and regional capacity strengthening experts to find opportunities for shared learning; support the development of capacity strengthening interventions; ensure technical excellence in interventions delivered, and track of achievements across regions;
  • Mentor country teams in tracking, analysis, and synthesis of capacity strengthening results to advance learning both within the program and externally; and
  • Coordinate closely with the leadership team to ensure capacity strengthening is in line with program goals and budget.

Accountabilities:

Technical Requirements:

  • Coordinates closely with teams in country to ensure capacity strengthening is in line with program objectives and goals, task order deliverables, recognized best practices for adult learning, and country needs.
  • •Mentors country and regional teams in tracking, analysis, and synthesis of capacity strengthening results to advance learning both within the program and externally.
  • Leads the collation, documentation and dissemination of best practices and standards for quality assurance of capacity strengthening activities.
  • Provides input to senior technical leadership on national guidelines and normative policies for subject matter areas of expertise.
  • Performs other duties as assigned.

Project Design Implementation:

  • Leads the creation of the technical portion of the project plan budgeting, program reporting, and other deliverables related to capacity development activities within , within the given resource and financial constraints.
  • Oversees all day to day technical and operational activities for FHI 360 portion of programming.
  • Coordinates with technical and programmatic staff members to ensure that activities are
  • performed as per award requirements and consistent with FHI 360 policy.
  • Oversees the FHI 360 capacity strengthening team within the program (consultants and staff), including management, administration and reporting and monitoring and evaluation..
  • Work with Enterprise Services to prepare contracts and budgets.
  • Ensures technical implementation is consistent with best practices in the industry / subject and meet client / funder contractual obligations.

Business Development and Client/Funder Support:

  • Leads responding to task order responses on behalf of FHI 360, working in collaboration with the consortium.
  • Participate in regular meetings with USAID and consortium partners, and provides updates and technical guidance as requested.
  • Serves as FHI 360’s technical lead in the consortium and provide technical input, drafts reports and presentations for relevant audiences and represents the organization to external entities at professional meetings and conferences.Maintains a constructive dialogue and technical exchange with field counterparts and consortium counterparts to inform project design and adaptation.

Staff Leadership and Training:

May supervise team members, monitor performance, and lead professional development efforts.

Project/Program Reporting:

  • Help oversee ensure the technical quality of FHI 360’s subcontract deliverables, working closely with the management team and escalating issues as and when necessary.
  • Coordinates preparation, review/approvals process, and submission of materials on behalf of the FHI 360 team.
  • Supports the tracking of technical assistance and refinement of capacity strengthening activities across the work portfolio.
  • Supports documentation and collation of lessons learned, best practices, and success stories and identifies opportunities for shared learning across and between country offices, partners, and stakeholders.
  • Reviews and strengthens regular programmatic reporting on capacity strengthening activities.

Quality Assurance:

Ensures technical deliverables and implementation related to capacity strengthening from assigned countries are consistent with best practices, are of high quality and meet client/funder contractual obligations.

Applied Knowledge & Skills:

Strong knowledge and skills on local partner capacity strengthening interventions, monitoring of capacity strengthening interventions, and adult learning methodologies, specifically related supporting local organizations to receive direct USAID and/or PEPFAR and other funding.

  • Solid knowledge of standards for capacity strengthening, US Government and PEPFAR rules and regulations, operational processes and procedures, work, and task flow.
  • Has the ability to manage projects, effectively work with remote staff working globally, set realistic priorities, and achieve successful implementation of activities.
  • Experience designing, adapting and implementing organizational assessment tools.
  • Previous USAID Program Management experience preferred.
  • Strong writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Must be able to read, write and speak fluent English.
  • Fluent French language skills strongly preferred.
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Supervision Given/Received:
  • May supervise junior level staff members.

Education:

  • Master’s Degree or its International Equivalent in Knowledge/Information Services,
  • Communications, Education, Environment, Health, Behavioral, Life/Social Sciences
  • International Development, Human Development or Related Field.
  • Project Management (PM) Certification preferred.
  • Experience: **
  • Typically requires 12+ years of relevant experience in designing and evaluating capacity strengthening programming with USAID..
  • Documented experience with capacity strengthening programming with PEPFAR and USAID, including familiarity with the NUPAS.
  • Demonstrated experience developing and adapting capacity strengthening tools, resources, and interventions.
  • Documented experience providing technical assistance and business development related to capacity strengthening, specifically for local organizations.
  • Strong familiarity with US Government rules and regulations, and demonstrated experience with PEPFAR funding.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization. International Development Program management experience preferred.

Technology to be Used:

Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements: 10% - 25%

Availability of position is contingent upon funding availability and USAID approval.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: $120,000 - $160,000

International hiring ranges will differ based on location.
