PROJECT OVERVIEW

The Resilient and Sustainable Systems for Health (RSSH) plays a strategic role in ending HIV, TB and malaria and in helping countries prevent, prepare for and respond to new pandemics like COVID-19 and future health threats. The GC7 and C-19RM grants for TB, HIV and RSSH project under GFATM grant in Liberia focus on strengthening health and supply chain management system. RSSH component aims to strengthen the technical capacity of the National AIDS Control Programs (NACP), National Leprosy and Tuberculosis Control Program (NLTCP), Supply Chain Management Unit (SCMU), and County Health Team to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across Liberia.

Job Summary

Reporting to Dy. Chief of Part - PSCM, the Sr. Supply Chain Manager will be technical focal point for NACP, NLTCP, SCMU, NDD, LMHRA for all technical aspects related to the supply chain management. Sr. Supply Chain Manager will work closely with the project team to strengthen the procurement and supply chain management. S/he will provide technical assistance to NACP, NLTCP, SCMU, and WFP/CMS team on various aspects of supply chain management such as planning, quantification, and supply chain system strengthening.

RESPONSIBILITIES

Sr. Supply Chain Manager will be the focal person and provide supply chain domain expertise for the smooth implementation of the GC7 and C19RM grants in Liberia. The Sr. Supply Chain Manager will work in close coordination with Plan Liberia, NACP, NLTCP, SCMU, NDD, LHMRA, WFP and other partners to ensure that the project activities are executed on time and will be responsible for the following major activities:

1. Liaise with NACP, NLTCP, WFP, SCMU, NDD, LMHRA and PLAN team on planning, development and implementation of strategies and activities aimed at improving the supply chain for HIV, TB, Laboratory and Waste Management managed at central and county level.
2. Support Dy. Chief of Party – PSM to develop annual project work plans on the SCM Project;
3. Represent the PLAN Liberia at the MOH level and provide strategic inputs at various technical reviews meetings.

Education and Experience:

1. Post graduate / Professional degree in Supply Chain Management/logistics management, Public Health, Pharmacy and Business Administration.
2. Minimum 15 years of experience in public health / health procurement and supply chain management, with at least 5-7 years of experience in providing technical assistance/consulting for public health supply chain at national/state level; experience in supply chain management of an HIV/AIDS/TB program will be an asset.
3. Expertise in functions and practices of supply chain in government organizations/departments and knowledge of best practices in supply chain management.
