**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Palestine, State of Job Family: Culture Type of contract : Consultant Duration of contract : 8 Months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 04-April-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **Only candidates entitled to work in Palestine can apply.** **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- UNESCO Ramallah Office is implementing the project “Riwaya Museum” located in the premises of the Peace Centre in Bethlehem, Palestine funded by the Government of Norway, in close cooperation with key partners including the Ministry of Tourism and Antiquities, the Municipality of Bethlehem and the Bethlehem Peace Centre. The aim of the project is to establish a museum that presents the Palestinian Riwaya (narratives or stories) to promote cultural diversity and foster intercultural dialogue. The renovation of the museum’s space has been carried out in three phases. The third and ongoing phase of the project encountered several challenges including a fire that broke out in the Peace Centre premises in 2018 and hindered the completion of the renovation works in the museum. Furthermore, a set of public safety measures required by the Palestinian Civil Defence are included in the project during phase three. UNESCO in cooperation with the Norwegian Representative Office to the Palestinian Authority and the project partners agreed to complete all the physical renovation works to have the museum fully prepared to start the content preparation. UNESCO is seeking the expertise of a Senior Architect to supervise the implementation of the renovation works and to provide technical support to UNESCO and the building contractor. **TERMS OF REFERENCE** ---------------------- Under the authority of the Head of UNESCO Ramallah Office and the direct supervision of the Culture Programme Specialist and in coordination with the Project Coordinator, the incumbent will serve as the Senior Supervising Architect for the renovation of the Riwaya Museum and will perform the following tasks: 1.Supervise the completion of the ongoing renovation works in the Museum interior space including: a. Repairing damage caused by the fire in 2018 according to the agreement between UNESCO and the Municipality of Bethlehem. b. Ensure the implementation of the requirements of the Civil Defence (mainly the sprinklers system) and other installations as per the approved technical drawings. c. Ensure the submission of updated as built drawings for the project as prepared by the building contractor. d. Duly certify the invoices submitted by the building contractor. e. Lead the process of handover including advising UNESCO to issue the certificate of Final Completion for the building contractors. **TERMS OF REFERENCE** ---------------------- 2\. In close consultation with UNESCO and its consultants (Museographers), prepare new tender documents based on the final executive design approved by the Civil Defence including Bill of Quantities and specifications for all the outstanding renovation works including Civil, Mechanical and Electrical works, the Civil Defence requirements and maintenance works required for the final completion of the renovation works in the Riwaya museum. 3\. Assist UNESCO in the advertisement of the invitation to bid as well as in evaluating the submitted bids and their financial proposals. 4\. Supervise the implementation of works as per the new bid and coordinate with the selected bidder to ensure complying with the implementation time schedule. 5\. Ensure regular site supervision according to the work plan and to the rate of implementation and provide technical advice to the new building contractor as required on site. 6\. Monitor the entire renovation works and ensure quality delivery in a timely manner according to the project design, specifications and UNESCO's guidance. 7\. Report to UNESCO Ramallah Office within two days on the necessary variations to the definite design. 8\. Duly certify the contractor's invoices and share the originals for final approval by UNESCO. 9\. Ensure the submission of as built drawings for the project as prepared by the building contractor. 10\. Submit to UNESCO Ramallah Office two progress reports as well as a final report, in English; reports should highlight progress made as well as problems encountered. **DELIVERABLES** ---------------- The incumbent shall submit three narrative reports summarizing progress made including activities undertaken, achievements, challenges as well as mitigation measures taken. The reports are: 1\. First Report: on the completion of ongoing works and advertising new renovation bid and selection of new building contractor. 2\. Second Report: on the progress of the renovation works 3\. Final Report (completion of the museum renovation) **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **REQUIRED QUALIFICATIONS** --------------------------- **EDUCATION** Bachelors in Architecture. **WORK EXPERIENCE** \- Minimum 10 years of work experience in Architecture and construction projects. \- Proven experience in working in museums’ construction projects in Palestine. \- Proven experience in implementing the requirement of the public safety measures of the Palestinian Civil Defence. **DESIRABLE QUALIFICATIONS** ---------------------------- Work experience in Architecture and construction projects with an International Organization or United Nations. **SKILLS/COMPETENCIES** \- Integrity, reliability and sense of commitment in the execution of duties. \- Good analytical and problem solving skills. \- Very good communication skills, including the ability to draft clearly and concisely. \- Ability to meet tight deadlines, paying close attention to detail and quality of work. \- IT skills including knowledge of standard office software and autocad. \- Knowledge of UNESCO’s mission and culture programme would be an advantage. **LANGUAGES** Excellent knowledge of English and Arabic (written and oral). **APPLICATION PROCESS** Interested candidates should submit their application online and attach under the “Employment History Form” section the following documents in one file: - An up-to-date CV stating details of educational qualifications, work experience, including prior experience of similar work. - A technical proposal indicating the approach/methodology to carry out the assignment, including workplan with timeframe and any inputs required from UNESCO. - A financial proposal with budget breakdown. **The application should be done through Success Factor only.
