Contract

Org. Setting and Reporting This position is located within the Office of the Assistant Secretary-General, Resident Coordinator and Humanitarian Coordinator of the United Nations Support Mission in Libya.The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the ASG RC/HC.
On 30 September 2021, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 January 2022, through resolution 2599 (2021). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.
Responsibilities Within the limits of delegated authority, the Senior Staff Assistant will be responsible for performing the following duties:
•Manages the calendar of meetings and appointments of the ASG RC/HC, including with senior Government officials, diplomats, heads of international organizations, dignitaries and other high-ranking officials, as well as administrative and logistical matters; •Reads all the correspondence, both incoming and outgoing, screens and prioritizes all incoming correspondence, prepares draft replies and where necessary consults the ASG RC/HC.The incumbent routes and distributes routine and confidential material and maintains code cables and general management files. •Prepares and administers the ASG RC/HC's travel programme, including folders for business trips and meetings; •Keeps others informed by conveying directives, reports, status updates and other relevant information, and brings sensitive and urgent matters to the attention of the ASG RC/HC; •Assists in the overall administration through the management of priorities and workflow in the office of the ASG RC/HC. •Assists in the overall administration of the mission, provides substantive and administrative support in managing priorities and workflow in the office of the ASG RC/HC and the work unit, coordinates multiple and diverse activities and work processes to ensure management of directives and decisions; •Handles a wide range of administrative duties and processes, leave requests, attendance records, timesheets, travel arrangements including relevant logistics and protocol requirements, visa applications, expense statements, telecommunications charges, equipment purchase, services and supply requisitions, conference rooms booking and assessment of venues, etc; •Serves as communications link between supervisor and senior staff on behalf of supervisor; •Compiles relevant background documents and references, identifies issues requiring the ASG RC/HC's attention and refers others to relevant officers for appropriate disposition, monitors and follows-up on actions to be taken; •Performs other related work as required.
