1. Organizational Context

a. Organizational Setting

The post is located in the Solutions Design and Delivery Section (SDDS) of the Information and Communication Technology (ICT) Department.

The mandate of the ICT Department is to support the Organization's strategic goals by ensuring the transformation of its information and communication technology systems and structures, focusing on service excellence, quality, efficiency, and integration. The Department is responsible for the IT infrastructure and operations management, Enterprise architecture governance, Business solutions design and delivery, and the ICT portfolio and program management.

The Section has centralized ownership of multiple software applications and manages a diverse portfolio of ICT projects, having the responsibility for the continuous improvement of related IT platforms and systems.

b. Purpose Statement

The incumbent will provide guidance on the modifications and integration of components and ensure that they account for existing architectures, strategies, policies, standards and practices. He or she will participate in requirements analysis, solution designs, planning and estimation processes. He or she will provide the technical leadership for the software delivery team responsible for the Hague Platform and contribute to other projects from the SDDS portfolio.

The Hague System is based on the Hague Agreement Concerning the International Registration of Industrial Designs that allows users to seek protection for their industrial designs in the various Contracting Parties by means of a single application filed directly with WIPO's International Bureau, and to subsequently manage those rights under a single title, recorded centrally in the International Register. The Hague Agreement is constituted by the Geneva Act of July 2, 1999 (the "1999 Act") and the Hague Act of November 28, 1960 (the "1960 Act")..

c. Reporting Lines

The incumbent works under the supervision of the Head of the Solutions Design and Delivery Section.

d. Working Relations

The incumbent liaises with relevant internal business and technical stakeholders across the Organization and works as well with external stakeholders such as onsite or offsite consultants.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Design and lead the further architectural changes and software development of The Hague IT system, making use of appropriate technological advances, ensuring that programming standards, controls and security mechanisms are established and maintained.

b. Supervise and coordinate the work of external contractors, consultants and other WIPO staff to deliver projects.

c. Take ownership, oversee and manage the operation and daily maintenance of the Hague applications, confirming detailed specification setting, overseeing testing of delivered components and managing development and production workflows.

d. Participate in planning, drive estimation and perform reporting activities within the agile delivery framework.

e. Identify the need for new systems or components and conduct feasibility studies, especially for integration with systems inside and outside the Division.

f. Manage the secure data exchange with external customers, including providing technical advice.

g. Lead and maintain complete system documentation and technical operating procedures.

h. Provide advice and support to the Head of the Solutions Design and Delivery Section on relevant technical issues.

i. Perform other duties as required.

3. Requirements

Education (Essential)

Advanced university degree in Information Technology, Computer Science or related discipline. A first-level degree with additional experience may be accepted instead of an advanced degree.

Experience (Essential)

At least seven years of relevant professional experience.

Excellent experience in web-based application software architecture and development, including design and architecture of interactive web-based applications, micros-service based architectures, cloud-based infrastructure, containerization and other related technologies.

Excellent experience in Java, Spring Boot, JavaScript, Angular, SQL, web services and cloud technologies.

Experience (Desirable)

Experience in agile/iterative development environments for web applications.

Experience in AWS and DevOps, including with CICD pipelines.

Experience in data analysis and modelling knowledge, and experience with large database systems including Oracle or similar products.

Language (Essential)

Excellent written and spoken knowledge of English.

Language (Desirable)

Ability to work in another official UN language.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the September 2023 rate of 84.8%.
