Org. Setting and Reporting This position is in the Cluster 5 on Agenda 2030 and SDG Coordination of the Economic and Social Commission for Western Asia (ESCWA - unescwa.org). The Cluster provides regional leadership on SDG policy advice, support, assistance, and knowledge production to ensure the full implementation of the 2030 Agenda in the Arab region; and acts as a platform for multi-stakeholder regional deliberation, consensus-building and peer learning to strengthen cooperation and coordination on the 2030 Agenda and the SDGs with international and regional intergovernmental and non-governmental organizations, especially the League of Arab States and its subsidiary bodies, to achieve the 2030 Agenda and the SDGs.

The Cluster Leader for the 2030 Agenda and SDG Coordination reports to the Deputy Executive Secretary of ESCWA and is under overall guidance of the Executive Secretary of ESCWA.

Responsibilities - Formulates and implements the substantive work programme of the Cluster on the 2030 Agenda. Oversees the management of activities undertaken by the Cluster, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Cluster and ESCWA, and with other organizations of the United Nations System, and with regional partners and stakeholder, as appropriate.

  • Oversees the development, implementation and evaluation of programmes and projects on sustainable development issues; directs subordinates in programme/project development, implementation, monitoring and assessment.

  • Serves as the lead expert on sustainable development, integrating its three pillars: the economic, social and environment, and other dimensions relevant to the Arab region.

  • Leads, supervises, and carries out the work programme of the Cluster. Coordinates the work carried out by the different teams and by other agencies and bodies of the United Nations system.

  • Coordinates and oversees the provision of substantive support to consultative and intergovernmental meetings, including conferences, by offering strategic advice, giving technical guidance and assisting in developing a consensus.

  • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.

  • Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.

  • Ensures that the outputs produced by the Cluster maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the projects and teams under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

  • Develops and maintains relations with senior officials of member governments and ensures a response to request for advice and/or capacity development on sustainable development issues and policies, including leading capacity development missions.

  • Serves as lead spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.

  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Cluster, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. Manages, guides, develops and trains staff under his/her supervision.

  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an SDG issue and holds programmatic/substantive and organizational discussions with representatives of other institutions.

  • Represents Cluster on the 2030 Agenda and ESCWA at international, regional or national meetings.

    Education Advanced university degree (Master's degree or equivalent) in social affairs, business or public administration, sustainable development, development studies, sociology, economics or other social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of ten years of progressively responsible experience in socio economic development, policy analysis, quantitative and qualitative research or related area is required.

    At least five years of experience working on socio-economic and sustainable development issues for developing countries or the Arab region is desirable.

    At least two years of experience in the development, implementation and evaluation of programmes and projects on sustainable development issues with the focus on SDGs and Agenda 2030 is desirable.

    At least two years of experience in directly managing subordinates in complex international settings is desirable.

    Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in English is required. Fluency in Arabic is desirable. Fluency in French is desirable.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
