Org. Setting and Reporting This position is located in the United Nations Assistance Mission in Somalia (UNSOM) in Mogadishu. Mogadishu is classified as a “E” hardship duty station and a non-family duty station. The incumbent directly reports to the Director Rule of Law Security Institutions Group (ROLSIG) and is one of two Senior SSR Officers working in the Mission, who work alongside UNDP SSR colleagues in the UNSOM-UNDP Integrated SSR Section.

Responsibilities Within delegated authority, under UNSOM Director ROLSIG, the Senior SSR Officer will be responsible for the following duties. (These duties are generic and may not be carried out by all Senior SSR Officers):

Implementation

* Serves as a senior SSR officer and/or focal point for SSR support; plans, coordinates, and supervises SSR activities, including the development of a coherent Mission wide approach; responds to requests from interagency task forces and other entities; ensures an integrated and harmonized approach among other components of the Mission, to include communications and public information; legal affairs; policy/planning; disarmament, demobilization, reintegration; civilian police and the military component;

* Supports senior management on SSR policy, and on the design, implementation and review of security sector-wide plans and programmes; establishes priorities for policy development in key area(s) of SSR; provides policy and operational advice on an ongoing basis and assists in the programming of SSR activities at the national level; provides regular updates on various aspects of SSR initiatives and recommends appropriate actions;

* Serves as an expert in SSR; provides innovative technical advice and guidance on all aspects of SSR to UNSOM Regional Offices, National and State governments and other entities, including leading the development of and input to the development of Mission plans and directives covering diverse areas;

* Provides advice on specific reform programmes and projects to include project planning, implementation, monitoring and evaluation;

* Provides advice and guidance on issues concerned with building political will and fostering national ownership;

* Ensures implementation of gender mainstreaming guidelines;

* Co-leads large, highly complex programmes and projects, field missions, etc., including provision of policy guidance to government officials and other parties and drafting mission summaries; identifies problems and issues to be assessed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;

* Directs and/or provides substantive support to consultative and other meetings; conferences, etc., to include proposing and presenting agenda topics, identifying participants, preparation of documents, etc;

* Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;

* Participates in delivery of coherent ‘One-UN’ support of national SSR efforts, together with all relevant Mission/UNCT interlocutors, including coordination of Mission-UNCT assistance within the UN Coordination Framework.

Management and Administration

* Serves as one of two principal senior SSR officers of the SSR Unit, and provides day-to-day management support, e.g. directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions;

* Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, budget, etc.);

* Manages or supports the management of the SSR Unit, and guides, develops and trains staff under his/her supervision.

*Serves as OiC ROLSIG when required

Competencies - Professionalism: Understanding of the political, social and economic environment and their impact on the implementation of the Mission’s mandate. Expert knowledge of SSR (concepts, terminology, research, and policy), in particular security sector-wide issues, with special emphasis on civilian oversight, management and coordination. Demonstrated leadership, conceptual and strategic analytical capacity to thoroughly analyse and evaluate critical matters pertaining to SSR, particularly security sector-wide issues. Demonstrated capacity for original and creative thinking, independent judgment and discretion in advising on and handling major policy, programme/project and other issues/problems. Ability to work under pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human suffering).     Education An advanced university degree (Master’s degree or equivalent) in security sector management, international relations or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

    Work Experience A minimum of ten years of progressively responsible experience in security sector reform at a sector-wide level, national security coordination, the development or implementation of SSR programmes/projects, institutional development, programme management, strategy and/or policy development, strategic planning, defence or other related area is required. Previous experience in advisory and coordination roles in the areas of national security and/or SSR is required. Previous experience in organizational/team management is desirable. Previous experience with security sector governance programmes, including UN joint programmes and constitutional review processes is desirable Previous experience in providing advice to political and security actors in rightsizing, realignment and integration of security forces is desirable

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
