The position is located in the Division of Headquarters Safety and Security (DHSSS) in the United Nations Department of Safety and Security, reports through the Chief of Unit, DHSSS, and is under the general supervision of the Director, DHSSS. The Security and Safety Services (SSS) are operated independently in New York and at seven other Secretariat headquarters locations around the world, with DHSSS providing coordination among the various Services. The Senior Security Project Manager will be responsible for the coordination and implementation of the standardized physical security improvements project (PACT III), at the Headquarters (HQ) Offices away from Headquarters (OaHs) and Regional Commissions (RCs).

Responsibilities - Prepares, reviews, approves or endorses security management documents related to the PACT III for the HQ, OaHs and RCs, including all aspects related to elaboration, development, implementation and updating of the documents. - Establishes and chairs a PACT III security coordination cell, comprised of representatives of all security and safety services at the HQ, OaHs and RCs and ensures its good functioning and practices, fosters inter agency security coordination. - Advises to and supports the Director DHSSS and Chiefs of Security and Safety Services with regard to all security-related matters, security policies and procedures related to the PACT III, including cost estimates, cost reports, cost analysis worksheets, owner's reports, fee payments, monthly construction invoices, master cost breakdowns, general conditions estimates, and labor cost reports. - Maintains and enhances lines of communication with UNSMS entities, including agencies funds and programmes and security focal points based at the HQ, OaHs and RCs as appropriate. - Maintains cooperation and collaborations with authorities and international institutions, provides security briefing, advice and security training to SSS personnel and operational partners of the United Nations in all PACT III related matters (such as entities under Saving Life Together framework). - Ensures implementation of safety and security policies of the UNSMS. - Conducts facts finding related to security-related incidents involving UNSMS personnel or eligible dependents at the HQ, OaHs and RCs with a view on improving physical security systems. - Develops strategic goals, objectives, plans for the delivery of the substantive activities of the project, including concepts and technical standards of physical security equipment, designs, solutions and construction activities, in coordination with relevant counterparts in the areas of programming, acquisition management, contracting, scheduling, cost estimating, quality control and contract administration. - Guides the definition of policies, methods and standards for the implementation of the substantive activities of PACT III. - Participates in security missions and physical security assessments at the HQ, OaHs and RCs to define PACT III scope and priorities in support of the Chiefs of SSS. - Manages and reports in assets managements for the allocated resources of the PACT III, including personnel, budget and assets. - Develops and manages extra-budgetary funded security projects in place at the HQ, OaHs and RCs, to avoid overlapping and duplication with PACT III efforts. - Develops, reviews data, provides inputs for reporting of the PACT III to the Department’s senior management and General Assembly bodies such as the ACABQ and the 5th Committee. - Coordinates and analyzes programme/project development and implementation including activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.); - Identifies and promotes best practices amongst duty stations in relation to the PACT III scope. - Perform any other duties as may be assigned.

Education Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten (10) years of progressively responsible experience in security, risk, disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Of these, at least five (5) years of international experience in managing physical security projects covering multiple subsystems effectively, on time, and on budget, using leading edge software project management tools in a Security Management System in the UN or similar International Organizations is required. Experience in the application of budgetary policies and practices, financial regulations, rules and administrative procedures of the UN or other similar international organization is required. Experience in producing substantive and budgetary reports and papers on physical security issues is required. Experience in the development, preparation and coordination of projects through large consultative processes involving multiple stakeholders is desirable. Experience working with security and safety services within the United Nations System or other similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
