The incumbent provides high-level support on matters of safety and security with the ultimate goal of keeping UNESCO personnel and office facilities safe and secure. He/she plays a lead role in ensuring the application and compliance with the rules, regulations, policies in place and UN DSS instructions. Long Description ---------------- The incumbent shall: - In the context of the United Nations Security Management System policies, coordinate the assessement of prevailing local security conditions and related level of security risk, whether it is in the Office or for Field Missions. - Provide specialized support in advising personnel and eligible dependants. Liaise as appropriate with host government security officials. Monitor and control effectiveness of Security Risk Management (SRM) measures for UNESCO Office. - Assist the Senior Management in preparing security-related documents, such as security evacuation plans and contingency plans. Produce incident based security briefings, written security advice and recommendation to the senior management. Assess prevailing local security conditions and related level of risk, in the office or for Field Missions. - Monitor and facilitate the implementation of UNESCO and UNSMS security policies, such as Security Risk Management (SRM) measures and Residential Security Measures (RSM). Ensure and report on readiness for evacuation/relocation. Assesse and ensure proper training and briefing of staff and drivers engaging in driving official vehicles. Report on the control inventory and safekeeping of all security and safety equipment. - Responsible for the day-to-day operations pertaining to the safety and security of personnel and eligible dependants. Identify trainig needs for staff on security. Provide specialized support in organizing and conducting security awareness and preparedness activities. Provide security orientation to staff, conducts risk-based security surveys of offices and other mission facilities, review and coordinate with UNSMS structure for mission convoys and itineraries according to the level of risk. Carry out inspection to ensure that local guards on duty are discharging their functions, regarding opening, closure and entry controls into buildings. Prepare comprehensive reports on accidents and incidents involving UNESCO personnel. Identify gaps in existing security capability and make recommendations for amendment where necessary. - Without any prejudice of UNESCO framework of accountability, support the Designated Official in the context of the United Nations Security Management System (UNSMS) structures and policies, under the coordination of the local Principal/Chief/Security Advisor. - Liaise and exchange security-related information with UNDSS and other UN agencies in the area.
