Job Description

Job Overview/Summary: The overall objective of this position is to work with Senior Operation Coordinator to ensure that organizational safety and security policies and procedures are responsive to the context, adequate and known to staff, and to advise on humanitarian access processes and approaches in close coordination with program teams. Under the supervision of the Sr. Ops Coordinator, the SAO will analyze security trends, advise, update, and implement IRC’s Security Management Plan, Standard Operating Procedures (SOPs), Contingency Plans (CPs) and risk assessments. The position holder will provide expert humanitarian security and access advice to all levels of IRC staff in the country office including access negotiations and mediation, context and conflict analysis, advisories, and incident management.

Reporting Lines: The position holder will report to the Senior Operation Coordinator and will have to give regular input to the country Senior Management Team if situation requires.

Safety and Security Management:

- Provide support to the Senior Operation Coordinator on developing/ reviewing all security related policies, procedures, guidelines and planning for staff safety, operational security and program continuity in Myanmar - Assist Senior Operation Coordinator to evaluate, review and update security management plans and all annexes such as hibernation, relocation and evacuation plans for all IRC offices and ensure that practical preparations are in place and known to all staff involved - Support on updating security risk assessments of all IRC operation areas in Myanmar at least once a year, some may need twice. - Support supervisor to be able to provide monthly security incident report to SMT. - Undertake continual assessments of equipment, and the protocols under which the equipment is used, to ensure that minimal conditions for security are being met. - Provide and implement best possible solutions for use of equipment to facilitate communication between staff. - Participate in project proposal stage to assure that safety and security budget allocation is put in the proposed budget for all relevant IRC offices.

Coordination and Security Management Support:

- Cooperate with partnership team in Yangon to fulfill the requirements of Safety and Security sector by partners - Provide technical support to Field Security and Access Officers on reviewing or developing of security risk assessments, Contingency Plans and SOPs. - Provide support to Field Security and Access Officers on security risk assessment of new operational areas and security consideration highlights and recommendation for new IRC programs in new geographic areas. - Join security coordination meetings if required, and report highlighted point to supervisor. - Support in organizing safety and security meeting with security focal persons from field offices at least once per month and generate meeting minutes.

Incident Management and Reporting:

- Work closely with IRC field teams to ensure all incidents and accidents related with IRC are followed up with an official written report, which is then shared with relevant stakeholders in IRC and filed appropriately. Ensure that any incident cases must follow with immediate incident report and post-incident report. - Monitor security incidents happened in Yangon and update in the incident tracker on a daily basic. - Submit daily contextual updates to supervisor and, if required, to the CD/SMT/RSSA. - Compile and submit monthly security reporting that tracks incidents and trends within IRC’s areas of operation.

Security Training and Orientation:

- Provide regular trainings for IRC staff on security preparedness, prevention, and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Safety and Security Orientation, Prevention and Response Mechanisms; Communications protocols, etc.

- Work with the HR Lead to review and update IRC Myanmar Security briefing and provide orientation to new hires and visitors.

Qualifications

Qualifications:

- Bachelor’s Degree.

Experience:

- A minimum 4 years at humanitarian organizations. - A minimum 2 years at safety and security field.

Requirements:

Skill:

- Excellent English and Myanmar (written and verbal). NOTE that dual language skills are MANDATORY. - Intermediate knowledge of Microsoft Skill (WORD, EXCEL, POWERPOINT) and other industry- driven software (Microsoft Team, Outlook and Zoom) are a MUST. - Having skill of generating online reporting tools (POWER BI, GOOGLE SHEET, etc.) will be an added advantage. - Having personal safety training(s) of any sort (which may include firefighting training, first aid training, etc. on the nature of the job) will be also advantage. - Outstanding observation skill and attention to details. - Having skill of accurate, reliable, and analytical Report writing on safety and security context on daily and monthly basic. - Strong experience as a trainer; ability to develop, implement, facilitate, and impart learning to a wide range of audiences. - Having experiences of engaging with multiple stakeholders.

Ability:

- Ability to understand, follow, and enforce safety and security regulations and procedures of IRC. - Ability to detect and verify sources of the security information. - Must have the ability to evaluate and assess any given situation properly. In other words, he/she must possess good analytical skills. - Ability to provide security incident report. - Ability to be flexible around working days including holidays. - Ability to work with multiple stakeholders. - Must be client friendly. - Ability to react calmly and effectively in emergency situations. - Must be proactive in nature. He/she must be someone that acts fast whenever necessary. - Able to collaborate and consult with any IRC personal whenever necessary. - Able to travel IRC field operations sides.

Knowledge:

- Having Knowledge of state laws and regulations. - Good understanding of security related issues in Myanmar and their relations to organizational contexts. - Basic understanding of security risk analysis and risk mitigation.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
