Organizational Setting and Reporting Relationship The position of Senior Safeguards Officer (Environment) is assigned to the Private Sector/Pacific Operations Services (OPPP) within the Office of Safeguards (OSFG). You will be based at our Headquarters in Manila, Philippines.

OSFG has the following four teams: (i) Policy and Technical Services, (ii) Regional Operations Services 1, (iii) Regional Operations Services 2, and (iv) Private Sector/Pacific Operations Services (OSPP).

You will report to the Director and/or designated International Staff and will supervise Administrative Staff.

Your Role As a Senior Safeguards Officer (Environment) you will independently provide technical support in ensuring that assigned projects processed comply with ADB’s environmental safeguards policies, and lead in reviewing, monitoring, and implementing compliance with ADB’s environmental safeguard requirements.

You will: a. Project Management • Lead and ensure the adoption, implementation, and monitoring of ADB's environmental safeguards policies into projects by conducting independent and comprehensive analysis and evaluation of project documents at all stages of the project cycle. • Contribute and support the safeguards team’s efforts in providing advice, building capacity, and advancing the development of environmental safeguards policies in an ADB-wide context. • Lead and contribute to the preparation of a strategic framework and work plan to build and sustain OSFG's effectiveness in addressing environmental safeguards issues in project loan and investment processing/administration. • Lead, support, and facilitate liaison and contact with clients, non-government organizations (NGOs), development partners, and within ADB, including coordinating responses to NGOs, as required. • Lead and support public information and disclosure initiatives.

b. Safeguard Policy Compliance Monitoring • Contribute and support OSFG line divisions in developing, structuring, and monitoring environmental safeguards policy compliance of projects during processing and implementation. • Lead and support the identification, monitoring and reporting to OSFG management on assigned projects with high environmental safeguards sensitivity.

c. Project Development • Contribute and support the safeguards team to identify areas of work beyond safeguards where safeguards and environmental sustainability may be catalyzers for new lending products. • Contribute and support the safeguards team to develop projects or programs with a specific safeguards or environmental focus.

d. Policy Review and Knowledge Sharing • Support OSPP's participation in safeguards policy/Operation Manual (OM) formulation and review. • Contribute to activities for advocacy, dissemination and knowledge building relating to ADB’s safeguard policies and their effective application.

e. Internal and External Networking • Participate in various communities of practice and networks and informs OSPP and OSFG on relevant developments. • Keep OSFG informed of environmental safeguards-related issues, policies, guidelines and processes of other multilateral, bilateral financing, and other institutions.

f. Administrative Support • Contribute and support the preparation of briefing papers, reports to Management, special reports, and studies, and contributes to the preparation of OSPP budget, activity plans and work programs. • Support the engagement of staff consultants required to support OSPP in reviewing and monitoring compliance with ADB’s environmental safeguards requirements. • Lead and support the administration of technical assistance (TA) projects related to environmental safeguards by monitoring progress of TA implementation, contracting consultants, supporting the organization and implementation of conferences and workshops by formulating budget, activity plans and work programs, among other tasks.

Qualifications

You will need: • Bachelor’s degree in environmental science, or other related fields, preferably with Master’s degree or equivalent experience in applying expertise in an international setting. • At least 10 years of work experience in a safeguard-related field, with emphasis on environmental assessment and management and at least 5 years of supervisory experience. • Familiarity with relevant ADB safeguard policies and environmental safeguard requirements • Proficiency in environmental assessment and other related tools/strategies. • Aptitude to perform a high degree of analytical and conceptual thinking. • Familiarity with environmental and social issues associated with project processing and administration in private sector operations would be an advantage. • Strong planning and organizing skills to handle many tasks with deadlines. • Ability to develop rapport internally and externally in a multicultural environment. • Able to work collaboratively with teams as a constructive team member. • Effective report writing and communication skills in English. • Please refer to the link for ADB Competency Framework for National Staff Level 4.
