Organizational Setting and Reporting Relationship
The position of Senior/Risk Management Specialist is assigned to the Treasury and Liquidity Risk Division (RMTL) within the Office of Risk Management. You will be based at our Headquarters in Manila, Philippines.
You will report to Director, RMTL.
Your Role
As a (Senior) Risk Management Specialist, you will (1) conduct and supervise a range of activities in the assessment, monitoring and reporting of treasury credit and market risks related to ADB’s investment, borrowing and derivative portfolios; (2) assist in managing information technology (IT) systems, including development and maintenance of reporting and analytical tools for treasury credit and market risk management; and (3) work within general policies and objectives, working directly with clients for critical tasks.
You will:
● Identify, assess, monitor and report counterparty risk exposures arising from treasury investment and funding operations. ● Assess and provide recommendations for key treasury counterparty risks. ● Provide credit notes for all industry types of treasury counterparties. Provide the Treasury Department with risk mitigation measures. ● Monitor changes of counterparties’ credit ratings, undertaking credit research and analyses, reviewing the requests for new counterparties, and evaluating the valuation methodologies for credit risk. ● Promote the application of advanced risk analytics to measure and monitor risk exposures and enhance the methodology and process to reflect new market development, risk policies, and technologies. ● Prepare regular risk reports for Management and Board consumption. ● Assist in quantitative evaluation of treasury risk positions (mark-to-market or mark-to-model) including internally and externally managed investment portfolios, derivative portfolios, structured bond issuance and related swap transactions. ● Ensure timely and accurate confirmation of swap transactions and a correct capturing of the trade terms and conditions. ● Assist in the maintenance and implementation of analytical systems and reporting requirements of market and treasury risk to enhance the timeliness and accuracy of information to end-users via report automation, query access to data, and web-based reporting solutions. ● Assist in the project management of system implementations, data warehousing projects and other specialized projects to meet operational requirements. ● Review and assist in formulating risk management policies and ensure that appropriate systems, procedures, limits and guidelines are in effect to implement those policies so as to pre-empt and avert financial stresses and crises. ● Work closely with other departments within ADB to promote risk culture and improve risk compliance. ● Lead and provide support in organizing and conducting risk training to promote a risk culture in ADB. ● Facilitate effective team coordination and provide support for relationship management and coordination with the Board, senior management and other departments. ● Perform other duties that may be assigned as reflected in the incumbent’s work plan.
Qualifications
You will need:
• Master’s degree or equivalent in Finance, Business Administration, Economics or related fields; or University degree in Finance, Business Administration, Economics or related fields and at least 5 years specialized experience relevant to the position can be considered. • At least 8 years of relevant capital markets and financial risk management experience, preferably with specific experience in treasury counterparty credit risk. • Strong quantitative skills in the areas of counterparty and market risk management and derivatives. • Thorough understanding of a multilateral development bank’s treasury operations, financial policies, as well as the global capital markets and their products, including derivatives (e.g. interest rate and cross currency swaps). • Solid knowledge of financial concepts and quantitative tools of risk and performance measurement, particularly as related to the areas of portfolio and asset management, and understanding of mortgage-backed, asset-backed and corporate bonds, structured products and options, among others. • Solid knowledge of ISDA Master Agreements and Credit Support Annex (especially sections having counterparty risk implications) would be an advantage. • Experience in derivatives valuation and/or derivatives collateral management would be an advantage. • A professional qualification in risk and/or finance (FRM, CFA or other related certifications) would be an advantage. • Ability to ensure and improve upon the flow of information for management regarding the ongoing risk, compliance and performance of investment and funding operations. • Strong analytical capabilities, leadership qualities and interpersonal skills. • Ability to work in a multicultural environment. • Excellent oral and written communication skills in English. • International experience working in several countries. • Please refer to the links for ADB Competency Framework for International Staff Level levels 4 and 5.
