The position is assigned in the Treasury and Operational Risk Unit (RMTO) within the Office of Risk Management (ORM). ORM has a broad mandate and ensures that ADB’s Treasury, Sovereign, and Nonsovereign operations are sustainable by safeguarding ADB’s rating, advising Board and Management on risk issues, and implementing and promoting a strong internal risk culture.

RMTO is responsible for the management of treasury market and credit risk exposures; monitoring and measuring the performance of ADB’s internally and externally managed investment portfolios; and performing independent middle-office functions of derivative transaction confirmations, position valuation/analysis, and compliance monitoring. RMTO also supports ADB in the management of operational risks through risk identification, measurement, monitoring, and reporting.

Job Purpose

The Senior Risk Management Officer will support the establishment of a new second line of defense function for liquidity risk management including (i) the oversight of liquidity-related activities of the Treasury Department in ensuring that the ordinary capital resources (OCR) funds and other Funds are managed in accordance with ADB policies and guidelines; (ii) participation in the review, update and formulation of policies and guidelines governing the Bank’s liquidity activities; (iii) active contribution to the integration of financial projections in the capital planning process of the Bank; and (iv) assessment of assumptions about ADB’s future liquidity needs for both the short and long term that reflect the complexities of its underlying businesses, products, and markets.

The incumbent will report to Director and/or designated International Staff, and may supervise Administrative Staff

Responsibilities

Liquidity Risk Assessment

• Coordinates the 2nd line of defense activities with different stakeholders to build an effective liquidity risk oversight. • Actively ensures adherence of the first line of defense activities to internal liquidity risk policies. • Contributes to ORM’s second line of defense role, by independently assessing and reporting on potential gaps and emerging liquidity risks. • Develops and reports on a set of commonly used liquidity risk indicators in line with regulatory advice on prudent commercial banking practice. • Monitors and reports on expected cash flows from ADB’s balance sheet and operation. • Assesses the management of ADB’s local currency liquidity, including limits. • Conducts scenario analysis and stress test of ADB’s liquidity position; regularly reviews the appropriateness of methodologies, parameters and scenario settings. • Rigorously assesses regular financial reports to support ORM oversight responsibilities in liquidity risk management. • Ensures that periodic liquidity-related reports are properly submitted to senior management and the Head of the Office of Risk Management. • Contributes to the Quarterly Risk Management Report. • Supports special projects and ad hoc needs in the areas of liquidity risk analysis and financial projections.

Policy advisory role

• Provides advisory support on all issues relating to ADB’s liquidity risk management. • Identifies, articulates, and escalates liquidity risk matters appropriately to Advisor, RMOD and Head, RMTO. • Assists in responding to questions around liquidity risk management from senior management and other stakeholders by ensuring prompt resolution and follow-up of questions. • Participates in the reviews and provides inputs as necessary to documents prepared by other departments in the Bank: Borrowing program, Net Income Allocations, Budget etc. • Effectively communicates and collaborates across ADB’s departments (including Treasury, Controller’s and first line of defense departments responsible for business origination), establishing interdepartmental procedures to enable liquidity analysis in an accurate and timely manner.

Model Risk and Research

• Collects and evaluates modeling results for liquidity risk oversight, in-depth quantitative analysis on all aspects of models including assumptions, model design and implementation as well as reporting. • Performs ad hoc investigations around liquidity issues and representation of data and liaises with the appropriate teams in order to gain insight. • Carries out extensive research on methodologies and best practices developed by other international financial organizations including, but not limited to, multilateral development banks and rating agencies with respect to liquidity risk management. • Enhances all liquidity related documentation in ORM in accordance to internal control best practices.

Automation and Integration of liquidity management

• Supports the capital planning function in reviewing and facilitating the integration of financial projections in the capital adequacy model. • Automates reporting of liquidity under the metrics used by the three international rating agencies. • Back-tests liquidity projections to assess areas of potential improvement. • Maintains good communication with the Treasury Department to help drive and facilitate liquidity risk activities. • Actively participates in the design, enhancement, development, and testing of a wide range of automation solutions that involve liquidity planning. • Supports the execution of project development and technology enhancements to support the liquidity risk management function.

Qualifications

Relevant Experience & Requirements

• Bachelor’s degree in a quantitative field such as finance, statistics, mathematics, economics or related fields; preferably with Master's Degree or equivalent. CFA, FRM, MBA, or similar qualification would be advantageous. • At least 8 years of relevant experience in risk management and/or treasury operations and hands-on experience in balance sheet liquidity risk management / ALM with a commercial bank or multilateral development bank, and at least 4 years of supervisory experience • Thorough understanding of multilateral financial institution's balance-sheet dynamics and treasury operations. • Substantial knowledge of liquidity management and risk management as well as topical issues relevant for multilateral financial institutions. • Demonstrated knowledge and experience of balance-sheet modelling, financial projections and reporting. • Proficiency with financial analytics and programming tools. • Strong analytical skills and strategic thinking. • Strong understanding of relevant Treasury and ADB-wide policies, programs, procedures, guidelines and reporting formats. Knowledge of risk policies, guidelines, methodologies and systems in other peer multilateral development banks. • Proven ability to undertake background research, analytical and evaluative work on difficult but well-defined tasks. • Excellent written and verbal communication skills in English. • Proficiency in ADB standard software programs and information technologies. • Please refer to the link for the ADB Competency Framework for National Staff level 3.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
