Program Overview for Energy

The objective of the WRI India energy program is to inform and guide India’s transition to cleaner energy. The program focuses on three inter-related aspects of this energy transition: enhancing energy access, scaling renewables among specific consumer categories, and achieving higher levels of energy and buildings efficiency. Our energy access work is specifically aimed at ensuring access to affordable and clean energy so as to improve socio-economic development in rural and remote regions of India. Through strong research, ground-level implementation experience, partnerships with key stakeholders and communicating our work, we seek to achieve impact at scale.

About your role:

The Energy program at World Resources Institute India (WRII) is seeking a Research Analyst (Utilities) to work with and support, among other areas of work; development of strategies for utilities’ transition in India to offering customized Renewable Energy (RE) procurement options to their consumers. The Research Analyst (Utilities) will initially support work in Assam.

How your day will unfold: The Research Analyst (Utilities) must undertake following responsibilities and support the team. • Develop and maintain databases of electricity sales, demand, sources of energy procurement, costs, tariffs, revenues, etc. of utilities. • Track, review and analyse various regulations, orders, tariff petitions and any other orders (tariff and non-tariffs) issued by regulatory commissions such as tariff and business plan regulations, supply code, RPO regulations, open access regulations, net-metering, etc and petitions submitted by Utilities/ relevant organizations • Assess and track the energy scenario in Assam and other select states across India as may be agreed upon with the team. • Support the team with appropriate analysis (economic, regulatory, financial, etc.) of the electricity sector, rate design and electricity markets. • Support the team with appropriate interventions on tariff regulations with analysis and representation of WRII at hearings by the regulators. • Support the team in conducting policy research and analysis of existing and emerging programs, policies and regulatory areas related to energy • Analyse and monitor the implementation of national and state energy policies, regulations and laws in selected states and assess their applicability in Assam. • Participate in research projects to produce policy /issue briefs, and other publications and reports (online and print). • Assist in the development of policy recommendations substantiated by research. • Support continued relationship building with key government and electricity entities such as Commission, Utilities – especially in Assam or any other select state. • Develop and give presentations and ensure regular interactions with Utilities and Commission • Visit key state energy agencies, attend government, private sector, civil society and academic convenings and discussions and participate in important energy policy fora and represent WRIIs research, analysis and point of view at these fora. • Perform other tasks as assigned by the senior management, including support on research and analysis.

Qualification and Requirements we seek: • Appropriate Master’s degree in any energy, economics, engineering or development related discipline with exposure to the subject area of Energy/Environmental Economics. • At least four to five years of experience in energy/ power sector in a business or consulting organization involving regulatory domain specifically with regulations, tariff and petitions – modelling, etc. • Strong understanding of the environmental and socio-economic development movement, energy transition and sustainability issues • Fluency in English. Ability to converse in Hindi, Assamese and other regional language(s) will be an added advantage • Expertise of using MS-Excel for modelling and analysis, MS-Word for report development and MS-PowerPoint for developing presentations is a necessity. • Foreign nationals applying must have valid permits for work in India. • Strong research and analytical skills, supported by professional experience in the domain of electricity markets, electricity procurement, regulatory domain of electricity esp. utilities and commission. • Ability to do regulatory analysis involving regulations / orders of Commission and petitions by Utilities and relevant analysis skill using MS-Excel are necessary. • Knowledge of the electricity sector (with a focus on utilities), power sector policy development processes and governmental functioning is necessary. • Knowledge about economics concepts, tools and techniques related to electric utilities is a distinct advantage. • Proficiency in software programs like Python, R, Stata is an added advantage. • Willingness to learn new tools and modelling techniques to contribute to the on-going/new research projects. • Knowledge of international development work, global energy and climate policy issues is an advantage. • Strong ability to communicate clearly and effectively in conversation and writing, including professional quality writing for policy and communications products. The same must be supported by a portfolio of articulations, e.g., writings and speaking engagements related to electricity/energy domain. • Strong ability to brainstorm, problem solving, develop logical structures for analysis and think creatively about all elements of their work. • Ability to work cooperatively with others; to demonstrate flexibility in fulfilling assignments.

Salary & Benefits: INR 11,00,000 to INR 13,00,000 CTC Per Annum

Salary shall be commensurate with experience and skills. WRI offers a generous and comprehensive benefits package.

Location: Guwahati, India

Duration: 1 year as term hire (extendable based on performance and project requirements)
