Job Description

Responsible for providing technical oversight for quality assurance in design, planning, implementation, monitoring and learning for all aspects of Reproductive, maternal, neonatal, child and adolescent health (RMNCAH) in all IRC Kenya programs. S/He will ensure the delivery of high-quality Comprehensive range of reproductive health care services, to include but not limited to, Comprehensive /Basic EMoNC, essential RH services in all the IRC supported health facilities. The RH manager will be responsible for RH Capacity building efforts, system strengthening for RH at both subnational and national level, s/he will participate in interagency coordination groups such as the health cluster-where applicable, and or RH working groups at the National, and county levels while representing IRC with key actors including the Ministry of Health, Donors and other NGOs.

Program Development.

- Provide technical assistance in the design and review of all concept notes, proposals, budget, and donor reports for all IRC Kenya reproductive health projects. - Coordinate all reproductive health activities across IRC programs by leading the development and monitoring of periodic work plans to ensure delivery within donor timelines - Lead in the development, review, dissemination and monitoring implementation of standards operating procedures and protocols for RH service delivery to all staff in IRC operated health facilities, - Conduct program needs assessments in reproductive health and advise IRC accordingly - Be abreast with all technical updates in SRH guidelines at national level and keep IRC staff always updated - Take lead in conducting periodic health provider skills assessments, organizing and conducting relevant capacity building initiatives in line with identified gaps i.e. trainings and other skills building activities for IRC program staff in reproductive health. - Coordinate with field team to ensure program quality assurance through periodic technical support supervision and quality improvement activities. - Strengthen the linkage between the Ministry of health division of reproductive health, County department of health and IRC RH programs through representation in various forums. - Making Follow up visits to the field sites to ensure concurrence and implementation of agreed upon action plans and recommendations - Conduct RH Capacity building activities and guidance to IRC RH staff to ensure RH programming meets best practical standards and priorities. - Support Field health Managers/officers supervise RH data collection and recording in the IRC supported Maternity/MCH units and ensure the compilation of data and generation of quality RH reports on a regular and timely manner. - Design and lead regular technical health program assessments and support supervision to collect data on key RH indicators such as maternal mortality ratios, contraceptive prevalence rates, perinatal mortality ratios, work with the MEALS to analyses and use data to inform RH program design. - Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.

Grants

- Participate in establishing funding requirements for reproductive health activities and contribute to the development of proposals for RH programming. - Review regular field BvAs related and together with program managers realign budget lines to ensure proper budget spending on RH activity lines. - Support Health program Managers prepare budgets with RH specific outputs that reflect activity needs to ensure sustainability of RH resources throughout the grants. - Participate in Grants Opening, Mid-Term and Closing meetings when possible. - Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required. - Support the health teams in ensuring appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

Human Resources Management

- Support recruitment of program staff to (RH) positions as per the program demand and needs. - Maintain updated job descriptions, conduct interviews, orient new staff to the IRC’s RH best practices and the program. - Undertake RH capacity-development activities/training for RH and clinical health staff.

Coordination and Representation

- Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community-based organizations, and other IRC sectors to enhance cooperation and coordination. - Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate. - Represent the IRC in RH coordination mechanisms and meetings with other agencies, including the Ministry of Health, SRH Working groups, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.

Monitoring and Evaluation

- Supporting the RH field teams and working with the MEAL to ensure proper RH data recording in the IRC supported health facilities, support the compilation of data and generation of quality RH reports on a regular and timely manner - Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues. Provide solutions and implement modifications as required. - Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes.

Administrative Duties

- Support the Health Coordinator to oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing and hiring staff. - Follow up with field teams to ensure that all internal (IRC) reporting requirements are met and that reports are of a high quality and submitted on time. - Other duties as required.

Qualifications

- Minimum education: Bachelor’s degree in nursing, Midwifery or Medicine - Discipline/ Specialization: Clinical service delivery. - Professional Certification/regulation: 1. Medicine and Surgery / 2. Nursing. - Years - Experience: 9 to 10 years - Years - Supervision: 3 to 4 years - Skills and Competencies: 1. Sexual Reproductive health / 2. Emergency obstetric and neo-natal care / 3. Health care providers capacity building 4. Project management / 5. proposal writing / 6. Grants management / 7. SRC capacity handling. - Additional training in Sexual reproductive health a MUST have - Experience implementing Sexual reproductive health service delivery in complex emergency settings and health services for displaced populations. - Excellent skills in quantitative and qualitative data collection and analysis - Excellent organizing, facilitating, presentation, and communication skills, including good report writing in English. - Experience of working with Govt., communities, INGOs, and donor agencies. Strong understanding of relevant networks and consortiums. - Strong understanding of budget development and management.
