  • Bachelor’s degree in a supply chain, Pharmacy, Business Administration, or a related field with a minimum of 10 years of experience in vaccine or other health products quantification and data visibility.
  • Proven experience in data analysis, quantification, and data management.
  • Proficiency in statistical analysis software (e.g., SPSS, SAS, R) and data visualization tools (e.g., Tableau, Power BI).
  • Experience with strategic planning and project management, at least three years of experience in leadership.
  • Excellent verbal and written communication skills in any of the AU working languages and working knowledge in other AU Languages will be an added advantage.
  • Excellent planning and organizational skills.
  • Capacity to work under pressure and multi-tasking within tight time constraints.
  • Ability to work in a multicultural environment and relate well with a broad array of individuals.
  • Strong interpersonal skills including the ability to build good working relationships.

Contract

This is a P-3 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 5 years of experience, depending on education.

Salary

The salary for this job should be between 107,345 USD and 140,560 USD.

Salary for a P-3 contract in Ethiopia

The international rate of 74,649 USD, with an additional 43.8% (post adjustment) at this the location, applies. Please note that depending on the location, a higher post adjustment might still result in a lower purchasing power.

Purpose of Job

The Partnership for African Vaccine Manufacturing (PAVM) was launched by the African Union in 2021 under the Africa CDC to boost Africa’s vaccine manufacturing capacity from 1% to 60% by 2040. PAVM’s mission is to foster a thriving private sector manufacturing base by creating a supportive environment and coordinating a continental strategy that ensures scalability, cost-efficiency, and equitable access during demand surges.

The strategy, outlined in the PAVM Framework for Action (FFA), includes six key enabler categories and eight bold programs, such as: Regulatory strengthening, Market design and demand certainty, Access to finance, Technology and intellectual property, Infrastructure hubs, Talent development

PAVM acts as a convener, orchestrator, and advocate, identifying gaps and proposing solutions to support the ecosystem over the next two decades.

In February 2024, at the 37th African Union Assembly, PAVM’s mandate expanded to include therapeutics, diagnostics, and other health products, evolving into the Platform for Harmonized African Health Products Manufacturing (PHAHM).

To support this expanded mandate, Africa CDC is recruiting a Senior Quantification and Data Visibility Officer to contribute to the strategic development and implementation of initiatives that enhance local manufacturing of health commodities across the continent

Main Functions

The Senior Quantification and Data Visibility Officer plays a critical role in strengthening Africa CDC’s capacity to make data-driven decisions for health commodity planning and emergency response. The officer leads quantification exercises, enhances data visibility systems, and supports member states in improving their supply chain analytics. This position supports the organization’s strategic goal of building resilient public health systems through improved forecasting, transparency, and digital health integration

Specific Responsibilities

  • Conduct regular quantification exercises using historical consumption, morbidity, and demographic data.
  • Develop and update quantification tools and SOPs for Africa CDC programs.
  • Develop and maintain a comprehensive database of suppliers, pricing information, and market trends.
  • Quantify strategic health commodity needs across African Union Member States.
  • Analyze market risks and disruptions and propose mitigation strategies.
  • Support the development and implementation of procurement strategies for essential health commodities.
  • Review and validate quantification reports and provide actionable recommendations.
  • Design and maintain data visualization tools for monitoring health commodity availability and stock status across Member States.
  • Create and maintain dashboards and reports to provide real-time data visibility to stakeholders
  • Monitor data flow, completeness, accuracy, and timeliness from partners and Member States
  • Train and mentor national focal persons and program staff on quantification techniques and data management best practices.
  • Organize regional workshops and webinars on quantification and visibility solutions
  • Establish KPIs and dashboards to measure progress and outcomes related to quantification and data visibility.
  • Prepare analytical reports and presentations for internal and external stakeholders
  • Liaise with donors, partners, and regional bodies to harmonize data sharing protocols and advocacy for digital solutions.
  • Represent Africa CDC in technical working groups and international forums focused on data and supply chain

Academic Requirements and Relevant Experience

Master's degree in a supply chain, Pharmacy, Business Administration, or a related field with a minimum of 7 years of experience in vaccine or other health products quantification and data visibility

  • Proven experience in data analysis, quantification, and data management.

  • Exposure to international organizations and the public sector is a plus

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 96,921.34 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 78,461.08 inclusive of all allowances for locally recruited staff of the African Union.
